Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 6, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Woodruff to receive and order filed the fee reports submitted by the County Clerk, Register of Deeds and the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

The Lincoln County Board of Equalization adjourned at 9:35 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Rich DeFreece explained his tort claim for damage to his vehicle.

 

Commissioner Hewgley asked if he used the alternate route and commented that it is normally in better shape.

 

DeFreece replied that he did not feel the alternate route was in any better shape as kids tear it up.

 

Commissioner Woodruff stated that the alternate route (canal road) has aggregate to fill in low spots. This road is not always in good shape.

 

Motion by Woodruff, seconded by Hewgley to table the tort claim filed by Rich & Beth DeFreece and submit it to the county’s insurance carrier. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Weems to enter into an agreement with Mainelli Wagner & Associates, Inc. for Bridge Replacement CBMP project (O’Fallon Bridge) and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Judy Clark, Lincoln County Planning Director, appeared to comment that planning staff had no objection to the application filed by Byron Perkins and Dave Colvin. It will divide the home site from the other agricultural property.

 

Motion by Weems, seconded by Johnson to approve an application by Byron Perkins, owner, and Dave Colvin, purchaser, for Wagon Trail Administrative Subdivision located at 1618 North Wagon Trail Road. The property is located in a TA-1 agricultural district and described as part of the N ½ of the NE ¼ of Lots 3 and 4, Section 33, Township 14 North, Range 31 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Rebecca Rossell, Lincoln County Clerk/Election Commissioner gave an update on the 2020 Primary Election. Due to the COVID-19 they have had historic early voting ballot requests, in person early voting has been suspended and she is short a large number of poll workers for Election Day at this point. The City of North Platte is going to be combined into two large venues for poll worker management. The rural precincts are also short poll workers and she will have to determine what needs to be done if these areas if she does not get volunteers.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 10, 2020; and was also emailed to the media on April 10, 2020.

 

The agenda for the meetings to be held on Monday, April 20, 2020 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
