Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 18, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Weems to authorize the Chairman to sign the Administrative Agreement Conditional Cash Out option for health insurance with First Concord Benefits Group. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to authorize the Chairman to sign the Life & Long Term Disability Insurance Renewal application with National Insurance from July 1, 2020 to July 1, 2023. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Weems, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 18, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to authorize the Chairman to sign the certificates of correction and refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Johnson to approve the notice of valuation changes numbered 2020-01 through 2020-13 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.
Judy Clark, Lincoln County Planning Director, stated that Planning Staff had no objections to the application submitted by Shirley Mitchel and Lila Engleman.
Motion by Weems, seconded by Johnson to approve the application submitted by Shirley Mitchel and Lila Engleman for Clouse Administrative Subdivision located on East Garfield Table Road. The property is described as part of the NE ¼ of Section 13, Township 16 North, Range 28 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Commissioner Hewgley excused himself from Item #6 concerning the Lincoln County Detention Center Addition and Remodel Project due to a conflict of interest.
Andy Pitts from TreanorHL and Larry Stobbs of Rosenberg Insurance appeared by phone to answer questions for the County Board. Ryan Stearns of Joseph R. Hewgley and Associates Inc. appeared in person as well as Tom Werblow, who is the county consultant on the project.
Commissioner Henry verified that everyone was satisfied with the mechanical drawings for construction.
Discussion was held concerning various parts of the construction documents including insurance items, routine requirements, addendums, liquidated damages, and how Covid-19 may affect the project.
Motion by Woodruff, seconded by Weems to approve construction documents for the Lincoln County Detention Center remodel and addition project incorporating the suggested changes with the exclusion of the dollar amount for liquidated damages which will now be zero and removal of the date from subparagraph 4.1.1 of the AIA document. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Hewgley abstained.
Motion by Woodruff, seconded by Weems to amend the motion to approve the construction documents for the Lincoln County Detention Center remodel and addition project subject to the changes made by the County Board of Commissioners on May 26, 2020 and authorize the Chairman to sign the document. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Hewgley abstained.
Motion by Woodruff, seconded by Weems to approve the motion as amended for the construction documents for the Lincoln County Detention Center remodel and additional project. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Hewgley abstained.
The following bids were received for crushed granite and/or limestone for the Cattle Growers Road Project:
Level LLC Limestone – No bid
Granite – $31.50 a ton to job site – $351,225.00
$31.00 a ton to storage area – $345,650
Croell Inc. Limestone – $37.50 a ton to job site – $418,125.00
$36.25 a ton to storage area – $404,187.50
Granite – No bid
Motion by Johnson, seconded by Woodruff to accept the bid of Level LLC for $31.50 a ton delivered to the job site for a total of $351,225.00. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to approve the special designated liquor license submitted by Big Red Liquor for a bull riding event at the North Platte Livestock Auction on June 12 & June 13, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to go into closed session at 11:15 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye’. Nays, none.
Chairman Henry restated the motion for the closed session.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 22, 2020; and was also emailed to the media on May 22, 2020.
The agenda for the meetings to be held on Monday, June 1, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
