Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Vice Chairman Weems called the meeting to order at 9:00 A.M. Commissioner Henry was absent.

 

Vice Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 22, 2020. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Motion by Johnson, seconded by Hewgley to adopt Resolution No. 2020-19 to transfer $19,000 from Misc. General Budget to the Retirement budget to cover budget authority shortfall. Upon roll call vote Hewgley, Weems, Johnson and Woodruff vote “aye”. Nays, none. Henry absent.

 

Motion by Hewgley, seconded by Woodruff to adopt Resolution No. 2020-20 to transfer $15,000 from Misc. General Budget to the Federal Payroll budget to cover budget authority shortfall. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Motion by Woodruff, seconded by Johnson to adopt Resolution No. 2020-21 to establish a fee schedule for all Lincoln County offices. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 22, 2020. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Motion by Hewgley, seconded by Woodruff to approve and authorize the Vice Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Motion by Woodruff, seconded by Johnson to approve the notice of valuation changes numbered 2020-15 through 2020-18 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Dan Mosel appeared to discuss subdivision road maintenance in Fairway Estates. He lives in the subdivision and is a board member on the homeowner’s association. He stated that if the county would allow maintenance and snow removal it would be a great benefit to the residents of the subdivision. He feels more people would purchase homes in the subdivision which would create a larger tax base for the county.

 

Vice Chairman Weems commented that for the county to consider accepting additional subdivision roads they would have to look at the roads in the subdivision to see if they are at county specifications.

 

Commissioner Johnson asked if contracting with the county for these services might be a possibility.

 

Commissioner Hewgley stated it was his understanding that the Road Committee is looking at the current subdivision road policy.

 

Deputy County Attorney, Joe Wright, reported that per NE State Statute 39-1405, which pertains to non-public roads, that the population must 60,000 or more to contract with the county for these services

 

Motion by Hewgley, seconded by Woodruff to approve and authorize the Vice Chairman to sign the following documents for the 2020-2021 Community Based Juvenile Services Aid grant: Memorandum of Understanding regarding the use of Grantvantage, State Grant Award, Community-based Juvenile Services Aid Grant Sub-Awards and Special Conditions and authorize digital signatures. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Motion by Hewgley, seconded by Woodruff to approve and authorize the Vice Chairman to sign the change order in the amount of $853.50 for the fencing on the North side of the South River Road Reconstruction Project. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

 

Discussed with Attorney, Brock Wurl, representing the landowner and contractor, Walker Stewart placement of wire for the fencing on the South side of the South River Road Reconstruction Project. The landowner is requesting that the portion of fencing where the wire is on the north side of the fence be moved to the south side of the fence where the field is located. They are also asking that three fence posts be straightened out that are not in line.

 

Walker Stewart commented that the bid specs did not specify which side of the fence the wire was to be attached. He takes pride in his work and stated he would correct the issues by July 15, 2020.

Advance notice and the agenda for the June 29, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 26, 2020; and was also emailed to the media on June 26, 2020.

 

The agenda for the meetings to be held on Monday, July 6, 2020 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
