Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Johnson offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 6, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Johnson to receive and order filed the fee reports submitted by the County Sheriff, County Clerk, Register of Deeds and Clerk of District Court. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the lease agreement with NMC for a skid steer for the Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

No certificates of correction or refund submitted by the County Assessor.
Motion by Johnson, seconded by Woodruff to approve the letter of explanation for late filing of the Homestead Exemption Application for Faith Colburn. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:26 A.M. and the Lincoln County Board of Commissioners reconvened.
Planning Director, Judy Clark, appeared and stated that planning staff had no objection to either one of the planning applications being presented.
Motion by Weems, seconded by Woodruff to approve the application by Christopher & Ann Marie Blakely for Blakely Administrative Subdivision located at 1393 E Fairway Avenue for lot consolidation. The property is described as Lots 4 & 5, Campbell’s Estates First Subdivision. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, non e.
Motion by Weems, seconded by Hewgley to approve the application by Robert Long to vacate Haymaker Meadow 1st Subdivision located on East Hall School Road in a TA-1 Transitional Agricultural District. The property is described as Lots 1-9, Block 1 and Lots 1-7 Block 2, Haymaker Meadow 1st Subdivision, part of the SW ¼ of the SE ¼ of Section 24, Township 14 North, Range 30 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
No action was taken on the contract change order with Paulsen’s Inc. to increase the number of miles of roads in Lincoln County with overlay.
Commissioner Hewgley recused himself due to a conflict of interest on the jail renovation and addition project item.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 10, 2020; and was also emailed to the media on July 10, 2020.
The agenda for the meetings to be held on Monday, July 20, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
