Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Henry offered prayer. Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 13, 2020.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Weems to authorize the Chairman to sign the Annual Certification form for the Federal Buyback Program.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Weems to authorize the Chairman to sign the Behavioral Health Region II Human Services interlocal participation agreement for FY 2020-2021.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Woodruff to receive and order filed the fee reports submitted by the County Sheriff.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 13, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Weems to accept the letter of explanation submitted by Lupe Huaracha for late filing of the homestead exemption application.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to accept the letter of explanation submitted by Diana Henry for the late filing of the homestead exemption application.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to accept the letter of explanation submitted by Phillip & Marian Merrill for the late filing of the homestead exemption application.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to accept the letter of explanation submitted by Donald & Wanda Haffner for the late filing of the homestead exemption application.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to approve the notice of valuation changes numbered 2020-19 thru 2020-22 as submitted by the County Assessor.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9: 35 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Johnson to approve the contract change order 001 with Paulsen’s Inc. to increase the number of miles of road overlay for LCDOR-2020-2 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the NOHS drunk driving enforcement grant for the Lincoln County Sheriff’s Office in the amount of $25,200.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to approve an addendum to Labor Agreement between The county of Lincoln, Nebraska and Fraternal Order of Police, Lodge #26, Lincoln County Sheriff’s Association, Inc. for the fiscal years of August 16, 2019 – August 15, 2021.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Approve to accept the bid of Brown Construction Inc. for the Lincoln County Jail Renovation and Addition Project in the amount of $5,011,626.  Motion carried.

 

The following are informal bids for tuck pointing project for the Courthouse building:

JEM  Restoration Services Inc.                             $28,026

Mid Continental Restoration Co. Inc.                    $25,776

 

Motion by Weems, seconded by Hewgley to accept the bid of Mid Continental Restoration in the amount of $25,776 for the tuck pointing project (planter repair) for the Lincoln County Courthouse.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry, to go into closed session at 10:54 AM regarding deployment of security personnel or devices, and to protect attorney client privilege, which is clearly necessary to protect the public interest.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Motion by Woodruff, seconded by Johnson to go into open session at 11:13 AM.   Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Hear concerns from Elected Officials, Department Heads, and their representative.

 

Approve the following claims for payment.  Motion carried.

 

Recess as the Lincoln County Board of Commissioners 11:40 AM and reconvene as the Lincoln County Board of Equalization at 12:44 PM.

The meeting was adjourned at 4:36 PM.

 

Advance notice and the agenda for the July 20, 2020 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 17, 2020; and was also emailed to the media on July 17, 2020.

 

The agenda for the meetings to be held on Monday, July 27, 2020 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
