Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel. Hewgley offered prayer. Henry called the meeting to order at 9:00 A.M.

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 27, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Weems, seconded by Hewgley to authorize the Chairman to sign a letter of engagement with McChesney, Martin, Sagehorn for 2020 budget services. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and County Treasurer, Shelli Franzen appeared.

Motion by Weems, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 27, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Weems, seconded by Johnson to approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Weems to approve the motor vehicle exemption application submitted by Great Plains Health. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Weems to approve notice of valuation change numbered 2020-23 to 2020-27 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Weems, seconded by Woodruff to approve the late filing of 2020 Homestead Exemption Application submitted by Kimberly F. & Kendlyn K. Herrick. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.

County Road Superintendent, Carla O’Dell, requested informal bids from Paulsens, Western Engineering and Shelco for the C56-1903 (Hershey-Dickens Rd) patch. Shelco Asphalt and Paving was the only bid received for $22,340.53.

Motion by Hewgley, seconded by Weems to approve and direct, County Road Superintendent, Carla O’Dell to address the problem with the area in question with Shelco Asphalt and Paving not to exceed $22,340.53. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Commissioner Hewgley recused himself due to a conflict of interest on the jail renovation and addition project item.

Motion by Weems, seconded by Johnson to approve the Chairman to sign the agreement between The county of Lincoln, Nebraska, Treanor HL and Brown Construction, Inc. for the Lincoln County Detention Center remodel and addition project. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley abstained.

Motion by Weems, seconded by Hewgley to go into closed session at 10:30 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Chairman Henry restated the motion for the closed session.

Motion by Woodruff, seconded by Johnson to go into open session at 11:12 A.M. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 31, 2020; and was also emailed to the media on July 31, 2020.

The agenda for the meetings to be held on Monday, August 10, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
