Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Henry called the meeting to order at 9:00 A.M.

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 3, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Johnson, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Motion by Woodruff, seconded by Johnson to receive and order filed the fee reports submitted by the County Sheriff, Clerk of District Court and Register of Deeds. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

County Treasurer’s Office presented the annual delinquent tax report.

Motion by Weems, seconded by Woodruff to approve and adopt Resolution No. 2020-22 directing the County Treasurer to issue tax sale certificates to Lincoln County on parcels which there are two (2) years delinquent taxes or special assessments. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 3, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

No certificates of correction or refund submitted by the County Assessor.

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Susan Maline, CPA, presented the 2020-2021 Preliminary Lincoln County Budget.

Kim Schroll, Executive Vice President of NebraskaLand National Bank, gave a presentation on the Single Bank Pooled Collateral Program which went into law on July 1, 2020.

Region 51 Emergency Management Director, Brandon Myers, gave his quarterly report from April – June, 2020.

Motion by Hewgley, seconded by Weems to appoint Brandon Myers as the authorized representative for The county of Lincoln, Nebraska, for the federally declared disaster #4521 (Covid 19) and authorize the Chairman to sign the appointment letter. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

County Clerk, Rebecca Rossell, reported that there are approximately 21 non-union county employees that will be impacted by the change in the billing cycle for Blue Cross/Blue Shield dental/health insurance. Employees that pay a portion of the premium for spouse/children/family will now have to pay the premium at the beginning of the month rather than the end of the month. In order to minimize the financial impact the County Board will consider a resolution that will break the initial first monthly payment at the beginning of the billing cycle into a 12 month repayment plan. This will coincide with repayment plan for the F.O.P. union employees.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 7, 2020; and was also emailed to the media on August 7, 2020.

The agenda for the meetings to be held on Monday, August 17, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
