Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 17, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to re-appointment of Amy Johnston for a 4 year term on the North Platte/Lincoln County Visitor’s Bureau Advisory Board. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to receive and order filed the report from the County Treasurer on property taxes which are uncollectible and need to be stricken per Nebraska State Statute 77-1738. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Weems to approve and authorize the Chairman to sign Special Designated Liquor License Applications submitted by Pal’s Brewing Company for the Pumpkin Patch Festival on October 2, October 9, October 16, October 23 & October 30, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:22 A.M. and the Lincoln County Board of Equalization convened.

Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 17, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Weems, seconded by Woodruff to adopt Resolution No. 2020-23B by Lincoln County determining the final allocation of levy for political subdivisions under the county levy limit for the 2020-2021 budget year. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to exceed the budget limit by an additional one percent (1%) for the 2020-2021 fiscal year Lincoln County, NE budget. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Johnson voted “nay”. Motion carried.
Motion by Hewgley, seconded by Woodruff to set September 14, 2020 at 11:00 A.M. for public hearing to receive comments on the proposed 2020-2021 fiscal year Lincoln County, NE budget. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Johnson to set September 14, 2020 immediately following the close of the budget hearing for the purpose of receiving comments relating to setting the final tax request at a different amount than the prior year. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye’. Nays, none.
Motion by Woodruff, seconded by Weems to adopt Resolution No. 2020-24 to enter into an Interlocal Agreement to provide additional police services to the Village of Wallace from October 1, 2020 to September 30, 2024 and authorizing the Chairman to sign the agreement. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
No action was taken on the Resolution to enter into an Interlocal Agreement to provide library services of the Village Library with the Village of Sutherland. The Village will revise the agreement to be a two year contract and will be put back on the County Board agenda for consideration. This will put the library agreement with the City of North Platte and the Village of Sutherland on the same renewal cycle. The formula for financial support for both libraries will then be based on the same tax contributions percentage.
Motion by Woodruff, seconded by Johnson to approve entering into a contract with Mid-Continental Restoration Co., Inc. for tuck pointing work on the Lincoln County Courthouse in the amount of $25,776.80 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Johnson to authorize the Chairman to sign the Form 17 – Purchasing Agent Appointment form concerning sales tax for the project with Mid-Continental Restoration Co., Inc. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve the proposal from Shelco Asphalt and Paving for the Hershey-Dickens Road Project in the amount of $18,062.00. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

The meeting was adjourned at 12:25 P.M.
Advance notice and the agenda for the August 24, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 21, 2020; and was also emailed to the media on August 21, 2020.
The agenda for the meetings to be held on Monday, August 31, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
