Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 31, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Weems to adopt Resolution No. 2020-27 to enter into an interlocal agreement with the Village of Sutherland to provide law enforcement services and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Johnson to approve and authorize the Chairman to sign the right of way application submitted by Consolidated Companies. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Woodruff to approve and authorize Chairman to sign the right of way application submitted by Hershey Cooperative Telephone. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Weems to receive and order filed the fee report submitted by Register of Deeds, County Sheriff and Clerk of District Court. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Woodruff to adopt Resolution No. 2020-28 signing of the County Annual Certification of Program Compliance Form 2020 (to Nebraska Board of Public Roads Classifications and Standards) and authorize Chairman and County Roads Superintendent to sign such document. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Weems to adopt Resolution No. 2020-29 to enter into an interlocal agreement with the Village of Wellfleet to provide law enforcement services and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:19 A.M. and the Lincoln County Board of Equalization convened.

County Appraiser, Charity Farley appeared as well as County Treasurer, Shelli Franzen.

 

Motion by Weems, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 31, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Johnson to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Weems to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by North Platte Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Johnson to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid-Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Woodruff, seconded by Weems to approve the motor vehicle tax exemption application submitted by Great Plains Health a recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

No action was take on the appeal on Homestead Exemption Rejection submitted by Ruben Perez. Board asked that the additional information requested be submitted to the County Assessor’s Office by no later than noon on Friday. Item was continued to the September 14, 2020 board agenda.

 

Motion by Woodruff, seconded by Johnson to approve the notice of valuation changes numbered 2020-32 through 2020-39 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:40 A.M. and the Lincoln County Board of Commissioners reconvened.

Advance notice and the agenda for the September 8, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 4, 2020; and was also emailed to the media on September 4, 2020.

 

The agenda for the meetings to be held on Monday, September 14, 2020 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
