Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Johnson offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 14, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the renewal contract with Pritchard & Abbott, Inc., for professional appraisal services on mineral property and authorize the Chairman to sign in the amount of $180 per tax year. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Hewgley to adopt Resolution No. 2020-32 to enter into an interlocal agreement with the Village of Hershey to provide law enforcement services and authorize the Chairman to sign from 10-1-2020 to 9-30-2024. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Weems, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 14, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Johnson to approve the notice of valuation change numbered 2020-40 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Johnson, seconded by Woodruff to adopt Resolution No. 2020-33 to enter into an agreement with the City of North Platte for Dispatch services beginning 10-1-2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to adopt Resolution No. 2020-34 to enter into an agreement with the City of North Platte for maintenance of roads in the County’s jurisdiction from 10-1-2020 to 9-30-2020 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to adopt Resolution No. 2020-35 to enter into an agreement with the City of North Platte for maintenance of roads in the City’s jurisdiction from 10-1-2020 to 9-30-2020 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to adopt Resolution No. 2020-36 to enter into an agreement with the City of North Platte for Emergency Management Services from 10-1-2020 to 9-30-2021. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Kim Schroll of NebraskaLand National Bank appeared to discuss questions concerning the pooled collateral option that is now available per NE statute. She explained that the pool pledging would be everything allowed by state statute.
Motion by Weems, seconded by Hewgley to direct the Lincoln County Attorney’s Office to draft a new Resolution, replacing Resolution No. 2008-27, in regards to depositories securing County deposits that are in excess of the amounts as specified in Neb. Rev.
Stat. § 77-2318 by giving security as provided in the Public Funds Deposit Security Act. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Deputy County Attorney, Joe Wright, led discussion regarding the Robert F. Hanich Charitable Trust and the County being one of the possible beneficiaries to the Trust. The four counties involved in the trust are Keith, Lincoln, Logan and McPherson. The trustee decides who receives money, and it does include political subdivisions as well as charitable organizations. It appears there will be a competition for funds.
Chairman Henry asked Commissioners Hewgley and Weems to visit with the Trustee to understand what guidelines or projects were discussed when establishing the trust.
County Board discussed Sargent Irrigation and Drilling bid for test wells concerning the Lincoln County Courthouse HVAC system.
Commissioner Hewgley suggested holding off doing anything with the test wells until spring.
Deputy County Attorney, Tyler Volkmer, commented that the County is waiting on decisions from District Court. He also commented that the County does not want the data compromised due to weather.
Commissioner Henry questioned how the weather factored into the decision.
Commissioner Hewgley replied that the County might have to do something different with the existing well.
Chairman Henry tabled the drilling bid from Sargent Irrigation and Drilling for test wells concerning the Lincoln County Courthouse HVAC system.

Advance notice and the agenda for the September 28, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 18, 2020; and was also emailed to the media on September 18, 2020.
The agenda for the meetings to be held on Monday, September 28, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
