Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Henry called the meeting to order at 9:02 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 28, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Hewgley to authorize the Chairman to sign the Annual Report submitted by the Lincoln County Department of Roads.
Commissioner Johnson asked about adding the auto gates to the inventory.
Commissioner Henry reported he had seen a list and that he would ask about getting it included.
Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to approve and authorize the Chairman to sign the Special Designated Liquor license submitted by Good Life on the Bricks for a reception to be held at Creekside Event Center on October 24, 2020. Upon roll call vote
Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to receive and order filed fee report submitted by the County Clerk. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Shelli Franzen.

Motion by Hewgley, seconded by Woodruff to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Johnson to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Region II Human Services as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the notice of valuation changes numbered 2020-41 through 2020-44 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:31 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Johnson, seconded by Weems to approve entering into an agreement with The Shelco Construction, LLC dba Shelco Asphalt and Paving for Project LCDOR –C56-1903 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Kim Schroll of NebraskaLand National Bank appeared to answer any additional questions the County Board had on the revised NE State Statute concerning the pooled collateral to secure deposits.
Motion by Hewgley, seconded by Weems to adopt Resolution No. 2020-37 which approves the Depository (any bank, capital stock financial institution, or qualifying mutual finance Institution in Lincoln County, Nebraska) securing deposits in excess or the amount authorized in Neb. Reb. Stat. § 77-2318 as provided in Neb. Rev. Stat. § 77-2318.01 (Reissue 2018). Depositories will be allowed to secure deposits as provided in Neb. Rev. Stat. § 77-2398 (Supplement 2019). Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

The meeting was adjourned at 10:16 A.M.
Advance notice and the agenda for the October 5, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 2, 2020; and was also emailed to the media on October 2, 2020.
The agenda for the meetings to be held on Monday, October 12, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
