Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Henry called the meeting to order at 9:00 A.M. Commissioner Johnson was absent.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 12, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Weems, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Johnson absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Shelli Franzen.

Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application as recommended for approval by the County Treasurer submitted by North Platte Baptist Church. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Weems, seconded by Hewgley to approve the motor vehicle tax exemption application as recommended for approval by the County Treasurer submitted by American National Red Cross. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Weems to approve the motor vehicle tax exemption application as recommended for approval by the County Treasurer submitted by West Central District Health Department. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Hewgley, seconded by Weems to approve the notice of valuation change numbered 2020-46 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
The Lincoln County Board of Equalization adjourned at 9:26 A.M. and the Lincoln County Board of Commissioners reconvened.
Commissioner Woodruff told the other Commissioners that last week it was discovered that there are issues with the base under the existing columns of the detention center building.
Ryan Stearns, of Joseph R. Hewgley and Associates, Inc., explained that the proposal to fix the issue is to dig a foot underneath the existing columns and enlarge them. This has been approved by the structural engineer at TreanorHL. This will hold the load of the existing building as well as the new addition.
Commissioner Woodruff asked about a cost estimate for time and material.
Stearns replied the additional cost will be $13,466.23 for Brown Construction and $4935 for TreanorHL for a total of $18,401.23.
Commissioner Woodruff then asked about an estimate from Beveridge for the excavation and refill.
Stearns responded that he did not have a dollar amount yet.
Commissioner Henry asked how much this had set the construction schedule back.
Stearns stated that the project is probably 2 weeks behind.
Motion by Weems, seconded by Woodruff to approve the addendum for the existing column enhancement and the additional service and fees in the amount of $4935 to TreanorHL for the design of the foundations and associated field work for the Lincoln County Jail Remodel and Addition Project. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
County Board members discussed how to proceed with the remodeling of the 2nd and 3rd floor restrooms in the Lincoln County Courthouse.
Commissioner Weems questioned how we plan to do the bidding process with unknown plumbing issues.
Commissioner Hewgley expressed concern about the condition of the old cast iron pipes. He suggested the first step be to look at the old courthouse plan for plumbing to see what this project would entail.
Weems concurred that at plumbing assessment needs to be done first to see if something needs to be addressed before the remodel.
Motion by Weems, seconded by Woodruff to direct Jeff Higgins, Building and Grounds Director, to recruit a contractor to do an evaluation of the existing plumbing system as it related to the 2nd and 3rd floor restroom remodel. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
The following bids were received for motor grader blades for the Lincoln County Department of Roads: NMC – $28,033.80; Murphy Tractor & Equipment Company – $35,919.20; and Equipment Blades of Sioux Falls, SD – $35,280.00.
Motion by Hewgley, seconded by Weems to accept the bid of NMC in the amount of $28,033.80 for motor grader blades. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
County Highway Supt., Carla O’Dell, explained that Sheri Bourne, the landowner, is putting up a building on the south side of 8th Street and requested the trees in the County right-of way be removed. The county road employees expressed concern about the proximity of the power lines and closure of this road for removal of the trees. The estimates she had received for a contractor to take the trees down ranged from $3000 to $7000.
County Board directed the Highway Supt. to use county employees to do the tree removal in the county right-of-way located on 8th Street.
Motion by Hewgley, seconded by Weems to adopt Resolution 2020-39 authorizing the Chairman, Bill Henry, to sign the skid steer lease agreement with NMC. Roll call was not taken. The motion and second were withdrawn.
Motion by Hewgley, seconded by Weems to adopt Resolution 2020-39 regarding the required signatures for the skid steer lease agreement with NMC as they requested. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
The special designated liquor permit submitted by Big Red Liquor needs to go to the City of North Platte for action as the D & N Event Center is located in the city limits.
