Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell.  Weems offered prayer. Vice Chairman Weems called the meeting to order at 9:00 A.M.  Commissioner Henry was absent.

 

Vice Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 2, 2020.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Johnson, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Woodruff, seconded by Johnson to adopt Resolution No. 2020-41 to authorize the Vice Chairman to sign the Year End Certification of County Highway Supt. 2020.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Hewgley, seconded by Woodruff to receive and order filed the fee report submitted by Clerk of District Court.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Johnson, seconded by Woodruff to authorize the Vice Chairman to sign the Certification of Cost Allocation Plan prepared by Maximus concerning indirect child support enforcement costs.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Shelli Franzen.

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Woodruff to approve the homestead exemption application on appeal by Cesar & Melody Lucero on the mobile home only.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Hewgley, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Salvation Army as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Johnson, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Region II Human Services as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Woodruff, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

The Lincoln County Board of Equalization adjourned at 9:26 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Woodruff, seconded by Johnson to send the tort claim filed by Shaylee White to the county’s insurance carrier for review.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Hewgley, seconded by Johnson to authorize the Vice Chairman to sign the certification of authority for NebraskaLand National Bank concerning county funds located in the County Treasurer’s Office.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Woodruff, seconded by Johnson to adopt Resolution No. 2020-42 related to personal leave due to COVID-19 for Lincoln County Employees effective November 9, 2020 to May 31, 2021.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Discussion was held concerning COVID-19 mitigation efforts for Lincoln County.  The Building & Grounds Department will step up disinfecting efforts. They will have someone cleaning the public areas all day.  A sign will be placed on the outside doors to recommend visitors wear a mask.

 

Discussed the remodeling project of the 2nd and 3rd floor restrooms located in the Lincoln County Courthouse.

 

Building and Grounds Director, Jeff, Higgins, reported that the initial walk through for this project indicated that all the pipes to these restrooms would need to be replaced.  The good news was that the chases are in the closet areas and not in the restrooms that have already been remodeled.  He asked what the next step should be for this remodel.

 

Motion by Hewgley, seconded by Johnson to authorize the Building & Grounds Committee to retain an architect to design a plan for the 2nd & 3rd floor restroom renovations.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

Advance notice and the agenda for the November 9, 2020 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 6, 2020; and was also emailed to the media on November 6, 2020.

 

The agenda for the meetings to be held on Monday, November 16, 2020 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
