Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Johnson offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 16, 2020.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins and County Treasurer Shelli Franzen appeared.

 

Motion by Weems seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 16, 2020. Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Weems to approve the three motor vehicle applications submitted by North Platte Baptist Church for two Frontiliner Buses, 2004 Ford Pickup F150 and 1998 Ford Bus.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

County Roads Superintendent, Carla O’Dell was present to discuss disposing of about 20 tons of scrap iron.

 

Motion by Hewgley, seconded by Woodruff to declare the County’s surplus property (scrap Iron) in the Lincoln County Department of Roads to be surplus property which is obsolete or unusable by the County.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Johnson to place the value of $80.00 a ton for unprepared and $90.00 prepared upon the surplus property (scrap iron) located at the Lincoln County Department of Roads.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Woodruff to sell the surplus scrap iron to Alter Metal contingent on the total value of the crap iron under $2,500.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Woodruff to authorize the sale of the surplus personal property which is obsolete or unusable by the County, by means allowed under Neb. Rev. Stat. 23-3115.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to approve Resolution 2020-44 regarding change in the Blue Cross Blue Shield billing cycle concerning employee premiums.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

County Roads Superintendent, Carla O’Dell and Brian Glos to request the acceptance of bids #3 & 7 from Murphy Tractor and Equipment and #4 from Nebraska Machinery Co., total cost to the county of $423,213.00.  No V plows will be needed at this time.

 

Motion by Hewgley, seconded by Woodruff to accept the bids of:  Murphy Tractor:  #3) 2014 770G 1700 Hrs., net price after trade $122,863; #7) 2016 Deere 672GP 2600 Hrs., net price after trade $131,000. Additional deduction of $5,000 per machine.  Nebraska Machinery Co.:  #4) 2016 CAT 12M3 1721 Hrs., net price after trade $179,350.  Total price to the County of $423,213.00.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Weems voted “nay”.

 

Approved the claims as presented for payment.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

The meeting was adjourned at 10:06 A.M.

 

Advance notice and the agenda for the November 23, 2020 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 20, 2020; and was also emailed to the media on November 20, 2020.

 

The agenda for the meetings to be held on Monday, November 30, 2020 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
