Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Henry called the meeting to order at 9:00 A.M. Commissioner Johnson was absent.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 30, 2020. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Weems, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign change order No. 1 for the Lincoln County Jail Addition and Remodel Project for Brown Construction. Weems, Henry and Woodruff voted “aye”. Nays, none. Hewgley abstained. Johnson absent.
There was no change order No. 2 for the Lincoln County Jail Addition and Remodel Project for Brown Construction to sign at this time.
Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the right-of-way application submitted by Charter Communications. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Weems to approve and authorize the Chairman to sign the right-of-way application submitted by All Anderson Electric. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Hewgley, seconded by Woodruff to receive and order filed the fee report submitted by Clerk of District Court. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent
The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared as well as County Treasurer, Shelli Franzen.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 30, 2020. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Woodruff to approve the motor vehicle tax exemption applications submitted by Maranatha Bible Camp as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Johnson absent.
The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Weems, seconded by Woodruff to approve the application by Byron Perkins for Perkins East Place Administrative Subdivision located at 7533 West Front Road described as a tract of land in the NE ¼ of Section 34, Township 14 North, Range 31 West of the 6th P.M. in Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Weems to approve the application by Susanne Lake for Lake Administrative Subdivision located on North Washboard Road described as a tract of land in the NE ¼ of Section 16, Township 14 North, Range 30 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Weems, seconded by Hewgley to approve the application by Narayana Koduri and Praveena Vantipalli for Prairie View Acres 2nd Administrative Subdivision located at 8388 Old Barn Road described as Lots 3 and 4, Block 5, Prairie View Acres 2nd Subdivision in part of Section 33, Township 13 North, Range 30 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Weems to approve entering into an agreement with Lee Davies Architecture for professional design services for renovations of the existing 2nd and 3rd floor restrooms in the Lincoln County Courthouse in the amount of $14,500.00 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.
The following bid for roof repair of the Lincoln County Courthouse was received:
Weathercraft – $53,315.00. No other bids were received.
Motion by Hewgley, seconded by Woodruff to accept the bid of Weathercraft in the amount of $53,315.00, which includes the performance bond, and authorize the Chairman to sign the acceptance. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Johnson absent.

Advance notice and the agenda for the December 7, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 4, 2020; and was also emailed to the media on December 4, 2020.
The agenda for the meetings to be held on Monday, December 14, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
