Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 7, 2020.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to receive and order filed the fee reports submitted by the Register of Deeds, County Clerk and County Sheriff.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to approve the addendum to Labor Agreement between Lincoln County and F.O.P. Lodge #26, Lincoln County Sheriff’s Association, Inc. concerning Covid-19 personal leave.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 7, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Weems to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:28 A.M. and the Lincoln County Board of Commissioners reconvened.

 

County Highway Supt., Carla O’Dell, presented the study on Sea Street in Jeffrey Fjords Estates 2 concerning the petition requesting possible vacation.

 

Commissioner Weems questioned if there was an HOA.

 

O’Dell replied that she did not check the deeds, but not to her knowledge.

 

Commissioner Woodruff asked if the gravel, etc. piled there was owned by the county.

 

O’Dell stated that it did not belong to the county.

 

Commissioner Weems asked how far the maintainer was able to go on this road.

 

O’Dell showed them on the map where the maintainer has been turning around.

 

Commissioner Hewgley commented that it appears that if this was vacated as requested, there would be no way for the county to maintain the road.

 

O’Dell concurred with Hewgley.  If that area is vacated there would not be a place to turn around and they would have to back out.

 

Motion by Woodruff, seconded by Johnson to accept the study presented by Lincoln County Highway Supt., Carla O’Dell, on the possible vacation of Sea Street in Jeffrey Fjords Estates 2.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Weems to adopt Resolution No. 2020-45 to set January 11, 2021 at 11:00 A.M. for public hearing concerning the possible vacation of Sea Street in Jeffrey Fjords Estates 2.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Sheriff Kramer reported that they plan to trade in three pickups and a Dodge Charger for four new pickups.

 

Motion by Hewgley, seconded by Woodruff to set January 4, 2020 at 9:30 A.M. to accept vehicle bids for the Lincoln County Sheriff’s Office.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to approve the DUI grant application in the amount of $16,800 to be submitted to the Nebraska Office of Highway Safety for the Lincoln County Sheriff’s Office.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

Hear concerns from Elected Officials, Department Heads and their representative.

 

The County Board conducted a quarterly inspection of the Lincoln County Detention Center.

 

Approved the claims as presented for payment.

 

 

The meeting was adjourned at 11:55 A.M.

 

Advance notice and the agenda for the December 14, 2020 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 11, 2020; and was also emailed to the media on December 11, 2020.

 

The agenda for the meetings to be held on Monday, December 21, 2020 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
