Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 1, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to authorize the Chairman to sign Form 35K for the NE City/County Lottery Annual Report to the State of Nebraska, Charitable Gaming Division. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to receive and order filed fee reports submitted by the County Clerk, Clerk of District Court and Register of Deeds. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign the Federal Grant Sub-Recipient Audit Acknowledgement Form for the VOCA grant stating that the county will need a federal audit for the fiscal year ending June 30, 2020. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to approve and authorize the Chairman to sign the right of way application submitted by McCook Public Power District. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Bruns to approve and authorize the Chairman to sign the right of way application submitted by Consolidated Companies Inc. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 1, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Henry to approve the permissive tax exemption application filed by Keep North Platte Lincoln County Beautiful with a 10% penalty on personal property as recommended by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Henry to approve the permissive tax exemption application filed by Father Flanagan’s Boys Home with a 20% penalty on personal property as recommended by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to deny the permissive exemption application filed by North Platte Baptist Church, Parcel ID #10995.55 as recommended by the County Assessor as it is a vacant lot. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Henry to deny the permissive exemption application filed by North Platte Baptist Church, Parcel ID #25310.00 as recommended by the County Assessor as the transfer of real estate has not occurred. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
County Assessor, Julie Stenger, read into the record a letter to the County Board concerning her recommendation to deny the permissive exemption applications submitted by BarWD Ranch Institute for Ranch Management. There were 25 parcels/applications that were filed.
William Korinek, appeared to explain his reasons for filing for the exemptions on the property. He informed board members that the institute for ranch management was formed last year. They offer free education and free tours to interested parties. They also work with the University of Nebraska campus located at Curtis.
Commissioner Henry thanked him for providing this service but stated there are others in the county also offering this same kind of opportunity. The main purpose of this property is to make a living which does not constitute tax exemption.
Korinek reiterated that this offers professional guidance to move forward with their education.
Commissioner Weems read into the record the five part test based on Nebraska State Statute for allowing permissive exemption applications.
County Assessor, Julie Stenger, commented that all these parcels are under his personal name and not a corporation in the Register of Deeds office.
Commissioner Woodruff questioned if several parcels could possibly be broken out for future consideration.
Korinek replied that this might be a possibility.
Motion by Henry, seconded by Bruns to deny all permissive tax exemption applications submitted by BarWD Ranch Institute for Ranch Management as it does not meet criteria in state statute. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:45 A.M. and the Lincoln County Board of Commissioners reconvened.
Holly Carlini was present to answer any questions on the special designated liquor application submitted by the Creative Arts Council. She reported that they do hold a permanent liquor license. She also indicated they had completed the server training.
Sheriff Kramer did not have any objections to the application.
Motion by Henry, seconded by Bruns to approve the special designated liquor permit by Creative Arts Council dba Prairie Arts Center for a wedding reception to be held at the Lincoln County Fairgrounds on April 3, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:53 A.M. and reconvened as the Lincoln County Board of Equalization to finish signing the Form 451, permissive tax exemption applications.
The Lincoln County Board of Equalization adjourned at 10:02 A.M. and reconvened as the Lincoln County Board of Commissioners.
Les Green, Lincoln County I.T. Director, Dave Pate, Lincoln County I.T. personnel and Lincoln County Clerk, Rebecca Rossell were present to discuss the re-districting process that needs to be completed following the 2020 Census. I.T. personnel gave a presentation on Census data information and how the software can be used in the re-districting process. The County Clerk gave information concerning Nebraska State Statutes referring to Census re-districting and explained that the county will need to look at possible changes to voting precinct lines as well as Commissioner Districts. Information received from the Nebraska Secretary of State’s office indicates that census data, which typically is available by April 1, has been pushed back to September 30, so there are many unknowns at this point in time.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 5, 2021; and was also emailed to the media on March 5, 2021.
The agenda for the meetings to be held on Monday, March 15, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
