Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 22, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to receive and order filed the treasurer’s receipts as amended. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to authorize the Chairman to e-sign the gWorks contract for redistricting services upon receipt of the 2020 census data. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Henry to authorize the Chairman to sign Change Order No. 04 – Lincoln County Jail Addition and remodel project. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley abstained.
The Lincoln County Board of Commissioners recessed at 9:25 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Shelli Franzen.
Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 22, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Henry, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Bethel Free Evangelical Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:28 A.M. and the Lincoln County Board of Commissioners reconvened.
Brandon Myers, Region 51 Emergency Management Director along with Jody Fall of the Nebraska Emergency Management Association recognized Severe Weather Awareness Poster Contest winners: Ryker Hasenhower – 1st Place (Lincoln County) – 3rd Place (State of NE); Desmond Mata – 2nd Place (Lincoln County) – Honorable Mention (State of NE); Jaylen Miller – 3rd Place (Lincoln County).
Motion by Hewgley, seconded by Woodruff to approve the acceptance of a bid for Lincoln County Department of Roads from AKRS for a 2017 John Deere Model 6135E in the amount of $68,500. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve the acceptance of a bid for Lincoln County Department of Roads from AKRS for a new Rhino 6140 single flex-wing mower in the amount of $19,200. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Highway Supt, Carla O’Dell and engineer, Tom Werblow, appeared to discuss the replacement of Ingham Bridge. This is a timber bridge that is structurally deficient. There are three choices for replacement: triple culverts, a steel bridge or a concrete box culvert. The triple culverts would be put in by county road department personnel. The other two options would be hired out. At this time all three options are comparable in price.
Commissioner Weems questioned why we would want to tie up our road crew to put in culverts if all the options are comparable in cost.
O’Dell asked the County Board if the cost of this project could be taken out of the Keno Funds. Board members replied that Keno funds could be used for this project.
Motion by Hewgley, seconded by Woodruff to authorize the county road department to proceed, working with an engineer, to get the project ready for bids. Upon roll call vote Hewgley, Henry, Weems, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Henry to set April 26, 2021 at 10:00 A.M. to receive bids on the O’Fallon Bridge, Replacement Project CBMP(4), Lincoln County Structure C005632107. This is for materials only. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Lincoln County Assessor, Julie Stenger, brought informal vehicle bids from five auto dealers for consideration. Assessor’s Office personnel had driven some of the vehicles and have a recommendation. The recommendation is for a 2017 Jeep Renegade from Janssen Chrysler Jeep which has four wheel drive that can be locked in with less than 15,000 miles.
Motion by Henry, seconded by Hewgley to accept the informal bid for a 2017 Jeep Renegade from Janssen Chrysler Jeep in the amount of $19,812.00, as it was the lowest responsible bid. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign the 2021 contracts for brochure distribution for North Platte Lincoln County Visitors Bureau with Certified Folder Display Service Inc. in the amount of $5109.50 and CTM Media Group for $5550.00. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Bruns to go into closed session at 10:59 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Weems restated the motion for the closed session.
Motion by Henry, seconded by Hewgley to go into open session at 11:41 A.M. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 26, 2021; and was also emailed to the media on March 26, 2021.
The agenda for the meetings to be held on Monday, April 5, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
