Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 5, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to appoint Brandon Myers, Region 51 Emergency Management Director, to the Loess Canyons Community Wildfire Protection Plan steering committee. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to receive and order filed fee reports submitted by Register of Deeds, County Sheriff and County Clerk. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Bruns to approve and authorize the Chairman to sign the right of way permit submitted by Mid States Power LLC. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Hershey Cooperative Telephone, Co. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Woodruff, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 5, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Judy Clark, Lincoln County Planning Director, told board members that Planning Staff had no objections to the application for Hailey Administrative Subdivision.
Motion by Henry, seconded by Woodruff to approve the application by George and Janice Hailey for Hailey Administrative Subdivision (SU21-001) located at 5502 N Wagon Trail Rd in a TA-1 Transitional Agricultural District on property described as part of the N ½ SE ¼ of Section 16, Township 14 North, Range 31 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
County Board members and County Sheriff, Jerome Kramer, voiced concerns about infringement of civil rights. They encouraged other political subdivisions to consider action to protect our rights.
Motion by Woodruff, seconded by Henry to adopt Resolution No. 2021-10 supporting the right of legal citizens to keep and bear arms (2nd Amendment Sanctuary). Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
County Board members expressed concern about taking productive land out of service per Executive Order 14008. Farmers and ranchers are already good stewards of the land.
Motion by Bruns, seconded by Woodruff to adopt Resolution No. 2021-11 opposing the 30 x 30 program issued in President Joseph R. Biden, Jr. Executive Order 14008.
Commissioner Hewgley reiterated that we are already better stewards of the land.
Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to set May 3, 2021 at 9:45 A.M. to accept bids on a used water truck for Lincoln County Dept. of Roads. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to adopt Resolution No. 2021-12 entering into an interlocal agreement with Dawson County for the O’Fallon Bridge Replacement Project. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Discussion was held concerning Lincoln County’s property/casualty/liability insurance coverage.
Commissioner Bruns reported he was looking at the budget. Lincoln County has not taken bids for insurance since 2008. He suggested taking a look at the market place and putting it out for bid. He has no issues with the current carrier.
Commissioner Hewgley stated that a consultant would need to be hired to do this correctly.
Larry Stobbs and Jerilynn Kates from Rosenberg Insurance, the county’s current carrier, were present to answer any questions. J.K. told them that from experience it would at least 90 days to get bids and make a recommendation.

The meeting was adjourned at 11:15 A.M.
Advance notice and the agenda for the April 12, 2021 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 9, 2021; and was also emailed to the media on April 9, 2021.
The agenda for the meetings to be held on Monday, April 19, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
