Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 12, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to authorize the Chairman to sign the right of way application submitted by John Hecox and Petersen Irrigation. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Shelli Franzen, County Treasurer.
Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 12, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by Great Plains Health a recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.
Paul Grieger of D.A. Davidson appeared to give an update on the marketing concerning the 2020 Refunding Bonds. They will be talking to banks today. Formal orders can be placed tomorrow. The interest rate is currently at 2.04% and he is estimating it will be reduced to below 1%. The net savings to the county will be approximately $160,000.00.
Motion by Henry, seconded by Woodruff to authorize the Chairman to sign the Click It or Ticket NOHS mini grant for the Lincoln County Sheriff’s Office in the amount of $15,680.00. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
An informal Lincoln County Benefits Committee presented recommendations to the County Board on various employee benefits. They recommended the following: 1) changing to Ameritas Dental coverage; 2) Retaining Colonial as a work site plan carrier, terminating the Aflac work site plans and adding MetLife work site plans; 3) leaving the current $1500 deductible (with the deductible buy down in place) with Blue Cross/Blue Shield health insurance in place as well as including another plan option in the future; 4) providing premium assistance of 70% of the family/spouse health insurance premium; and 5) implementing an employee recognition/appreciation program.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April16, 2021; and was also emailed to the media on April 16, 2021.
The agenda for the meetings to be held on Monday, April 26, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
