Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Weems called the meeting to order at 9:00 A.M.

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 26, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Henry, seconded by Hewgley to adopt Resolution No. 2021-14 authorizing the sale of obsolete culverts by Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Henry, seconded by Bruns to adopt Resolution No. 2021-15 authorizing all fees related to distress warrants to be paid out of the Misc. Budget in the General Fund. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Shelli Franzen.

Motion by Bruns, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 26, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by Boy Scout Troop #81 as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Henry, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Bethel Free Evangelical Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Woodruff, seconded by Henry to approve the motor vehicle tax exemption application submitted by Regency Retirement Community as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by People’s Family Health Services (WIC) as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

Motion by Hewgley, seconded by Bruns to accept the bid on O’Fallon Bridge Replacement project materials CBMP (4) Lincoln County Structure C005632107 from Contech Engineered Solutions in the total amount of $129,272.00 with Lincoln County’s portion at $58,780.00 as recommended by the County Highway Supt. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The following bids were received on a used water truck for Lincoln County Dept. of Roads: The Wrays LLC – $ 45,000.00; Mountain Truck & Equipment Company – $38,950.00.

Carla O’Dell, Lincoln County Highway Supt., requested time to review the bids and make a recommendation to the County Board at the next board meeting.
The following bids were received for the 2nd & 3d Floor Courthouse Restroom remodel project:

Wayne Dowhower Construction, Inc. – Base bid – $212,900, Alternate #1 – Add $14,300, Alternate #2 – Add $4,400; Paulsen Inc. – Base bid – $249,500, Alternate #1 – Add $21,750, Alternate #2 – Add $10,500.

Motion by Hewgley, seconded by Bruns to accept the low bid of Wayne Dowhower Construction, Inc., adding both alternates to the base bid for a total of $231,600. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Henry to approve the purchase of in car cameras through the State of Nebraska contract for the Lincoln County Sheriff’s Office in the amount of $161,170.00 from Brite. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Hewgley to appoint Ty Lucas to the West Central District Health Department Board of Health as Lincoln County’s Spirited Individual for a three year term. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

County Board discussed the Lincoln County Employee dental benefit options. The Benefits Committee had made a recommendation to switch to the Ameritas dental plan. It was comparable in rates but had better benefits for the employees when compared to the current Blue Cross Blue Shield dental plan.

Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign the dental application form with Ameritas for the plan year beginning July 1, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 30, 2021; and was also emailed to the media on April 30, 2021.

The agenda for the meetings to be held on Monday, May 10, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
