Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Weems called the meeting to order at 9:00 A.M.

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 10, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Woodruff, seconded by Bruns to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Henry to authorize the Chairman to sign the Blue Cross Blue Shield sub-group health insurance application from July 1, 2021 to June 30, 2022. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Woodruff to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign the special designated liquor permit submitted by GL Concepts for a wedding reception to be held at the Lincoln County Fairgrounds on June 5, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Henry to authorize the Chairman to sign the special designated liquor permit submitted by La Casa Del Rios for a reception at Harbor Lights on May 29, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Shelli Franzen.

Motion by Henry, seconded by Bruns to approve minutes of Lincoln County Board of Equalization meeting on May 10, 2021 with the following correction on the discussion concerning the motor vehicle tax exemption application submitted by North Platte Baptist Church to read as follows: Also, until recently, it also had a personalized plate which is not allowed. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

No certificates of correction or refund submitted by the County Assessor.

Motion by Hewgley, seconded by Bruns to approve the motor vehicle tax exemption application submitted North Platte Berean Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Hewgley, seconded by Henry to accept the proposed confession of judgment regarding the case of Katherine M. Rich, Appellant, vs. Lincoln County Board of Equalization, Appellee, Case No. 20R-0147, which is before the Nebraska Tax Equalization and Review Commission as follows: Land – $43,598; Buildings – $136,870; Total – $180,468. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

Kyle Layman, owner of the North Platte Stockyard, appeared to discuss closing a portion of Railroad Street for an annual bull riding event to be held on May 28 & May 29, 2021. The only facility served by this street is his own. He just requires some road closed signs.

Carla O’Dell, Lincoln County Highway Supt., stated she had no objections to the request.

Motion by Hewgley, seconded by Bruns to approve the request to close a portion of Railroad Street for the North Platte Stockyards bull riding event from May 22, 2021 through May 30, 2021 working in conjunction with Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Daniel Penner, of USDA Wildlife Services, gave a brief activity report from July 1, 2020 to May 1, 2021.

Motion by Henry, seconded by Woodruff to authorize the Chairman to sign the renewal contract for animal damage control with USDA Wildlife Services (#21-7331-2391RA). Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The following bids were received for the Ingham Bridge Replacement Project: Paul Reed Construction, Gering, NE – $256,781; Simon – $176,000; Midlands Contracting, Kearney, NE – $124,995.

Motion by Hewgley, seconded by Bruns to accept the low bid of Midlands Contracting, Kearney, NE in the amount of $124,995 for the Ingham Bridge Replacement project to be completed by May, 2022. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Woodruff to authorize the Chairman to sign the closing documents for the General Obligation Refunding Bonds Series 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Motion by Bruns, seconded by Henry to authorize the Chairman to sign an agreement and release with Employers Mutual Casualty Company (EMC) concerning law enforcement liability coverage and the umbrella policy. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 14, 2021; and was also emailed to the media on May 14, 2021.

The agenda for the meetings to be held on Monday, May 24, 2021 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
