Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Henry offered prayer. Weems called the meeting to order at 9:00 A.M.

 

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 17, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns, seconded by Woodruff to receive and order filed the fee report submitted by the County Sheriff.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to authorize the Chairman to sign the right of way application submitted by Consolidated Companies.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns, seconded by Henry to authorize the Chairman to sign a contract with Paulsen, Inc. for project LCDOR 2021-01.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Bruns to authorize the Chairman to sign the right of way application submitted by Hershey Cooperative Telephone.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Shelli Franzen.

 

Motion by Woodruff, seconded by Bruns to approve minutes of Lincoln County Board of Equalization meeting on May 17, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted Great Plains Health on 2005 Van & 2002 Trailer as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by American National Red Cross on 2019 Van as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health on 2001 Van as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Bethel Evangelical Free Church on a 2008 Van as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve the property valuation changes #2021-001 through #2021-055 as submitted by the County Assessor.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:34 A.M. and the Lincoln County Board of Commissioners reconvened.

 

County Sheriff, Jerome Kramer and Lt. Jeff Hedgecock to discuss the need of a Body Scanner Inspection System for the Lincoln County Sheriff/Detention Center.  Drugs are getting into the Detention Center by unconventional means that requires a full body scan.  Deputy County Attorney, Tyler Volkmer, advised the County Board that the cost of this piece of equipment will require a sealed bidding process.

 

Motion by Henry, seconded by Hewgley to approve the date of June 14, 2021 at 10:00 AM to receive sealed bids on a body scanner inspections system for the Lincoln County Sheriff/Detention Center.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Marcia Trego appeared to discuss offering her services as referee for the property valuation protest hearings for 2021.

 

Motion by Henry, seconded by Hewgley to offer a contract to Marcia Trego as referee for property valuation protest hearing for 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Commissioner Bruns, discussed a potential resolution creating an Inland Port Authority and Inland Port Authority District in Lincoln County.  Gary Person (Chamber & Development Corporation) and Jeremy Givens (Supt. for UPRR locally) appeared to discuss Lincoln County being a perfect fit as we have Bailey Yards and the Airport in place and would complement the Rail Park that is currently in process.  LB156 has passed the final reading and has been presented to Governor Ricketts for his signature.  Time is of the essence for the Lincoln County to be able proceed quickly to take advantage of this benefit for Lincoln County.

Advance notice and the agenda for the May 24, 2021 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 21, 2021; and was also emailed to the media on May 21, 2021.

 

The agenda for the meetings to be held on Tuesday, June 1, 2021 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
