Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell.  Woodruff offered prayer. Weems called the meeting to order at 9:00 A.M.

 

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 7, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to authorize the Chairman to sign Change Order No. 5 for the Lincoln County Jail Addition/Remodel project.  Commissioner Hewgley abstained due to a conflict of interest.  Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Bruns to authorize the Chairman to sign a letter discontinuing payroll deductions with Aflac that will be drafted by the County Clerk.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to authorize the Chairman to sign a contract with Shelco Asphalt and Paving for overlay at Fairway Estates entrance.  County Highway Supt. will withhold delivery of the contract until bonds are received as requested.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign a rental agreement with Titan Machinery for a skid steer for Lincoln County Dept. of Roads in the amount of $4500.00.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to adopt Resolution No. 2021-18 transferring budget authority from Misc. General Budget 0100-970 Line Item 2-9900 to Advertising, Insurance and Bond Budget 0100-616 Line Item 2-0601 in the amount of $10,000 and County Retirement Budget 0100-900 Line Item 1-0900 in the amount of $10,000.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

Motion by Bruns, seconded by Woodruff to receive and order filed fee reports submitted by the Lincoln County Sheriff.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns, seconded by Henry to approve and authorize the Chairman to sign the interlocal agreement with Village of Sutherland for overlay of Pioneer Trace Rd/North Prairie Trace Rd as presented.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:35 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 7, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Bruns to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to grant the waiver on the letter submitted by Hebrew Torah Center requesting a waiver so the County Assessor can review the late filing of tax exemption application on real estate at O.T. 7-113.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:42 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Bruns, seconded by Woodruff to set the date of July 6, 2021 at 10:00 A.M. to receive bids on the North Platte Trail Network Bike Trail.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Kerri Sides, County Court Clerk Magistrate, appeared to discuss the three informal bids for electrical upgrades to the County Court.  The three informal quotes received are as follows:  Platte Valley Electric – $23,000; Hall’s Electric- $9500; and Snells Services – $12,000.

 

Motion by Hewgley, seconded by Henry to authorize County Court personnel to proceed on electrical upgrade with informal bids that they received.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

The following bids were received on a body scanner for the Lincoln County Detention Center:  Nuctech US Inc., – $90,000; Adani Systems Inc., – Proposal #1 – $135,698.12, Proposal #2 – $97,500, Proposal #3 – $67,748.37; Tech 84 – $139,000 ($20,000 additional for extra feature if requested for a total of $159,000).

 

County Sheriff, Jerome Kramer, told County Board members that there has been some indication that ARPA funds could possibly be used for this scanner.  The Sheriff’s Office will do further research on funding and review scanner bids.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

Approved the following claims as presented for payment:  The claim on Brown Construction was corrected due to an addition error on the invoice.  Commissioner Hewgley abstained on the Brown Construction invoice only due to a conflict of interest.  Motion carried.

 

Advance notice and the agenda for the June 14, 2021 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 11, 2021; and was also emailed to the media on June 11, 2021.

 

The agenda for the meetings to be held on Monday, June 21, 2021 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
