Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Vice Chairman Woodruff called the meeting to order at 9:00 A.M. Commissioners Weems and Henry were absent.
Vice Chairman Woodruff announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Bruns, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 6, 2021. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Bruns, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Hewgley, seconded by Bruns to approve and authorize the Vice Chairman to sign the Region II Human Services Interlocal Participation for fiscal year 2021-2022 for monthly payments. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Bruns, seconded by Hewgley to authorize the Vice Chairman to sign the right of way applications submitted by Hershey Coop Telephone. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Hewgley, seconded by Bruns to approve and authorize the Vice Chairman to sign the interlocal agreement with the City of North Platte for fuel products from 7-1-2021 to 6-30-2022. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Bruns, seconded by Hewgley to receive and order filed the fee reports submitted by Clerk of District Court and Register of Deeds. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Sherri Newton, Deputy County Treasurer.

Motion by Bruns, seconded by Hewgley to approve and authorize the Vice Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Hewgley, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Bruns, seconded by Hewgley to deny the letter of explanation for late filing of the 2021 homestead exemption application for Kendlyn & Kimberly Herrick based on NE State Statute and the late filing extension in the previous year. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Motion by Hewgley, seconded by Bruns to approve the letter of explanation for late filing of the 2021 homestead exemption application for Edward Buechler based on NE State Statute and no late filing in the previous year. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
The Lincoln County Board of Equalization recessed at 9:28 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Bruns to approve and authorize the Vice Chairman to sign the special designated liquor permit submitted by Golden Spike Tower for after-hours events on August 6 & August 7, 2021. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Commissioners Weems and Henry absent.
Brent Burkland of T C Engineering reported that the trails committee had met and might have found some funding options. They are asking the board to table this item until next week’s County Board of Commissioner’s meeting on July 19, 2021.
County Board tabled the acceptance of a bid for the North Platte Tail Network Bike Trail until next week.
Commissioner Henry arrived at 10:00 A.M.
Motion by Bruns, seconded by Hewgley to approve and authorize the Vice Chairman to sign the special designated liquor permit submitted by Feather River Vineyard for a ceremony to be held at the Buffalo Bill Ranch State Park on July 31, 2021. Upon roll call vote Hewgley, Bruns and Woodruff voted “aye”. Nays, none. Henry abstained. Weems absent.
Motion by Bruns, seconded by Henry into closed session at 10:03 A.M. concerning strategy session regarding contract negotiations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Henry, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Vice Chairman Woodruff restated the motion for the closed session.
The following were part of the closed session: Commissioners Hewgley, Henry, Bruns, and Woodruff along with Tyler Volkmer, Deputy County Attorney, County Sheriff, Jerome Kramer and Chief Deputy, Roland Kramer.
