Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Weems called the meeting to order at 9:00 A.M. Commissioner Bruns was absent.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 2, 2021. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Henry, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Hewgley, seconded by Henry to receive and order filed the fee reports submitted by the Register of Deeds, Clerk of District Court and County Clerk. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Treasurer, Sheri Newton.
Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 2, 2021. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
No certificates of correction or refund submitted by the County Assessor.
The public hearing was opened at 9:17 A.M. for real and personal property exemption application submitted by North Platte Nebraska Hospital Corporation on the property located at 220 West Leota Street.
County Assessor, Julie Stenger, gave a brief report on the application from information she received in her office.
Dean Dye commented that bo ard members should not just think about tax dollars and money. Other considerations such as the free health care that is provided and the large amount of charges that are written off.
The applicant was not present at the meeting.
The public hearing was closed at 9:25 A.M.
Motion by Henry, seconded by Hewgley to approve a portion (48%) of the real and property exemption application submitted by North Platte Hospital Corporation located at 220 West Leota Street.
Commissioner Woodruff questioned what the option were per state statute.
Commissioner Hewgley wondered what it was going to be used for and why the hospital felt they needed to purchase it.
Upon roll call vote, Hewgley, Weems, Henry and Woodruff voted “nay”. “Aye”, none. Bruns absent. Motion denied.
Motion by Woodruff, seconded by Hewgley to approve valuation change notice number 2021-066 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
The Lincoln County Board of Equalization adjourned at 9:36 A.M. and the Lincoln County Board of Commissioners reconvened.
Annual presentation by Pam Mann of Region II Services, along with Gwen Books from the North Platte Opportunity Center on the clients served and programs.
A public hearing was opened at 9:52 A.M. on the Manager Application of Lori A. Broge for Sutherland Reservoir Park Inc. dba Oregon Trail Golf Course located at 31200 West Tower Road, Sutherland, NE (Oregon Trail Golf Course currently has a Class AB – Beer On/Off Sale only).
Broge stated she had been involved with the golf course for over 20 years. She worked there for one year and is applying to be manager to get them through this season.
The Sheriff’s Office had no issues with the applicant.
County Board Assistant, Tammy White, reported she knew her personally and would recommend approval.
Don Fleecs commented they would be very lucky to have her as the manager.

Motion by Hewgley, seconded by Woodruff to recommend approval of the Manager Application of Lori A Broge for Sutherland Reservoir Park Inc. dba Oregon Trail Golf Course located at 31200 West Tower Road, Sutherland, NE. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Woodruff, seconded by Henry to approve and authorize the Chairman to sign the special designated liquor application submitted by Big Red Liquor for a wedding reception to be held at the Lincoln County Fairgrounds Ag Building on August 28, 2021. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Hewgley, seconded by Henry to adopt Resolution No. 2021-20 removing Shelli Franzen from Lincoln County bank accounts. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign an authorization resolution for NebraskaLand Bank and business online user authorization forms. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Hewgley, seconded by Woodruff to adopt Resolution No. 2021-21 requiring return of expired Lincoln County employee ID cards. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Woodruff, seconded by Henry to approve and authorize the Chairman to sign the special designated liquor application submitted by North 40 Chophouse, Inc. for a banquet to be held on September 22, 2021 at 30412 S Effenbeck Rd, Curtis, NE. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
County Attorney, Rebecca Harling and Jayna Schaaf, Executive Director for Community Connections were present to present the award documents. Due to changes in interpretation of diversion of children from the court system, preventative services were not financed. Two new programs were developed and two prior programs were not financed.
Commissioner Hewgley commented that there were changes in federal and state guidelines.
Motion by Woodruff, seconded by Henry to authorize the Chairman to sign the State Grant Award and three Community-based Juvenile Services Aid Grant Sub-Award forms/special conditions for the Community Connections programs. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Motion by Hewgley, seconded by Woodruff to enter into a labor agreement between Lincoln County, NE and Fraternal Order of Police, Lodge #26, Lincoln County Sheriff’s Employees’ Association, Inc. for the fiscal years August 16, 2021 – August 15, 2023. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”. Nays, none. Bruns absent.
Discussion was held concerning the Lincoln County Treasurer vacancy. Deputy County Attorney, Tyler Volkmer stated there is a 45 day window to fill the vacancy which has already started.
Commissioner Hewgley told board members that he felt it was prudent to advertise, receive applications, short list and interview for the position.
Commissioner Woodruff questioned if that would include both individuals inside and outside the courthouse.
Hewgley responded yes.
Commissioner Woodruff then asked more questions concerning the deadline.
Volkmer stated the county board would need to decide where they would like to advertise. September 13, 2021 would be the 45 day deadline.
Commissioner Henry concurred that it would be prudent to take applications and do it properly.
Commissioner Weems commented that he was leaning toward moving the Deputy Co. Treasurer up as he was concerned about the time line.
Commissioner Woodruff was confident in the individual performing the duties now, but also felt it was prudent to see if others are interested or qualified.
This will be an action item on next week’s agenda.

The meeting was adjourned at 12:05 P.M.
Advance notice and the agenda for the August 9, 2021 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 7, 2021; and was also emailed to the media on August 7, 2021.
The agenda for the meetings to be held on Monday, August 16, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
