Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell.  Henry offered prayer. Weems called the meeting to order at 9:00 A.M.

 

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 21, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Bruns to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns, seconded by Woodruff to approve and authorize the Chairman to sign the contract with Election Systems & Software for Balotar hardware and software in the amount of $18,130 for the Lincoln County Clerk/Election Commissioner.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and County Treasurer, Shelli Franzen.

 

Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 21, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Bruns to approve the late Filing of exemption application submitted on real property by Hebrew Torah Center located at O.T. 7-113 with the statutory $600 late filing fee.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to approve the motor vehicle tax exemption application submitted by American Red Cross as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by American Red Cross as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by First Baptist Church of Maxwell as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to approve the notice of property valuation changes numbered 2021-56 through 2021-61 as submitted by the County Assessor.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Carla O’Dell, Lincoln County Highway Supt., reported that she had been working with the County Attorney’s Office to draft easement agreements for the three property owners that would be affected by the Sutherland North Bridge project.

 

Lyle Minshull, one of the property owners, appeared to ask if the location decided is the best place to put the new bridge.

 

Commissioner Hewgley and O’Dell replied that there have been numerous surveys, assessments, and hydraulic tests done and all options reviewed for placement of the new bridge.

 

Motion by Bruns, seconded by Woodruff to approve and authorize the Chairman to sign the Local Political Subdivision Acquisition contract with Gary Trego, trustee of the Gary M. Trego GST Trust (Pt of Gov’t Lot 5 and Part of the SW ¼ of the NW ¼ of Sec.4; TN 14N, Range 33W) for the Sutherland bridge project with a purchase price of $523.05.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to approve and authorize the Chairman to sign a donation of temporary construction easement with Gary Trego, trustee of the Gary M. Trego GST Trust, (Pt of Gov’t Lot 5 and part of the SW ¼ of the NW ¼ of Sec 4; TN 14N, Range 33W) for the Sutherland bridge project.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Commissioner Bruns spoke on the selection of a firm to perform insurance consultant services for Lincoln County.  The last time the county bid insurance was in 2008. An informal group of county personnel including Commissioner Hewgley, Commissioner Bruns, Board Assistant, Tammy White, Deputy County Attorney, Tyler Volkmer and Lincoln County Clerk, Rebecca Rossell attended the presentations by UNICO and InsPRO Insurance both from Lincoln, NE. The group that heard the consultant presentations recommend the selection of UNICO. They also suggest that insurance is bid every 3 to 5 years.

 

Motion by Bruns, seconded by Hewgley to approve the selection of UNICO from Lincoln, NE to perform insurance consultant services for Lincoln County for the amount of $10,000.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

Approved the claims as presented for payment.

 

The meeting was adjourned at 10:57 A.M.

 

Advance notice and the agenda for the June 28, 2021 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 25, 2021; and was also emailed to the media on June 25, 2021.

 

The agenda for the meetings to be held on Tuesday, July 6, 2021 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
