Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Weems called the meeting to order at 9:00 A.M.  Commissioner Woodruff was absent.

 

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 30, 2021.  Upon roll call vote Weems, Henry and Bruns voted “aye”.  Nays, none. Hewgley abstained.  Woodruff absent.

 

Motion by Hewgley, seconded by Bruns to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign a change order from gWorks concerning Standard Clerk Tab Support for census re-districting. Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Sheriff Kramer, appeared on the special designated liquor permits submitted by Pals Brewing Company for the Homestead Pumpkin Patch.  He was concerned about the area marked on the maps that were attached.  He felt this area was too large to police properly. He asked for clarification on where the alcohol will be served.

 

The special designated liquor permits (5) submitted by Pals Brewing Company to be held at the Homestead Pumpkin Patch on October 1, 8, 15, 22 and 29, 2021 was tabled until the next board meeting.

 

Motion by Henry, seconded by Bruns to receive and order filed the fee reports submitted by County Sheriff, County Clerk and Register of Deeds.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Motion by Bruns, seconded by Hewgley to approve and authorize the Chairman to sign the special designated liquor permit submitted by Aden Enterprises, LLC for a wedding reception to be held at Harbor Lights on October 9, 2021. Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

The Lincoln County Board of Commissioners recessed at 9:27 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Deputy County Treasurer, Sheri Newton.

 

Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 30, 2021. Upon roll call vote Weems, Henry and Bruns voted “aye”.  Nays, none.  Hewgley abstained.  Woodruff absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended by the Deputy County Treasurer.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Motion by Henry, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Region II Services as recommended by the Deputy County Treasurer.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Motion by Bruns, seconded by Henry to approve the motor vehicle tax exemption application submitted by Mission Life Inc. as recommended by the Deputy County Treasurer.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Bruns to adopt Resolution No. 2021-24 amending the cost of living section of the elected official salary resolution adopted in 2018 to base the CPI from the months of June 1 to May 31.

 

Commissioner Hewgley clarified that the cost of living increases are based on the CPI.

 

Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Motion by Bruns, seconded by Henry to authorize Deputy County Attorney, Tyler Volkmer, to request a review of the office space and service facilities provided by the county for DHHS public assistance programs.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

The County Board conducted a telephone discussion with Mark DeDiana of Lutz & Company, a CPA firm headquartered in Omaha, concerning consulting services for administration of the American Rescue Plan Act (ARPA) funds.

 

Commissioner Henry commented that he feels the county needs to use a consultant for this process.

 

Tyler Volkmer, reported that Lutz & Company has been vetted by the Nebraska Association of County Officials.

 

Sheriff Kramer stated that the consulting services used by the county can be paid for with the ARPA money.

 

Commissioner Hewgley asked for rough estimates on the number of hours needed for each category of services under the consulting section.

 

Mark DeDiana of Lutz and Company responded that would be very hard to estimate.

 

Commissioner Hewgley questioned if Lutz & Company would help the county with appropriate language for project plans and other items.

 

DeDiana responded in the affirmative.

 

Commissioner Bruns asked if they would be able to help us set parameters that applicants seeking the funds through the county would have to meet for projects.

 

DeDiana replied that they could help us determine what would be allowable projects.

 

Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign a letter of engagement with Lutz & Company for consulting services for administration of the ARPA funds.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

The Lincoln County Treasurer interviews were postponed due to miscommunication of the interview date.

 

Motion by Hewgley, seconded by Henry to approve to conduct a special meeting on Friday, September 10, 2021 at 9:00 A.M. to conduct interviews with the County Treasurer applicants with the interview times to be worked out with the County Board Chairman and applicants.  Upon roll call vote Hewgley, Weems, Henry and Bruns voted “aye”.  Nays, none.  Woodruff absent.

 

Several candidates were unable to interview on Friday, September 10, 2021.  Interviews will be conducted on Monday, September 13, 2021.

Advance notice and the agenda for the September 7, 2021 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 3, 2021; and was also emailed to the media on September 3, 2021.

 

The agenda for the meetings to be held on Monday, September 13, 2021 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
