Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Chris Bruns, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Weems called the meeting to order at 9:00 A.M.  Weems offered prayer. Commissioner Henry was absent.

 

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 7, 2021.  Upon roll call vote Hewgley, Weems, and Bruns voted “aye”.  Nays, none.  Woodruff abstained.  Henry absent.

 

Motion by Hewgley, seconded by Woodruff to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign the special designated liquor permit submitted by GL Concepts LLC dba Good Life on the Bricks for a wedding reception to be held at Harbor Lights on October 2, 2021.  Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Bruns, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 7, 2021. Upon roll call vote Hewgley, Weems, and Bruns voted “aye”.  Nays, none.  Woodruff abstained.  Henry absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

Julie Stenger, Lincoln County Assessor, stated his year the State implemented a new process for homestead exemptions.  The applications are submitted by computer with all supporting documentation, therefore Doctors papers were requested.

 

Margaret (Peg) Keller was present to discuss her appeal on a homestead exemption application which had been denied.  Ms. Keller stated that her health doesn’t allow her to work.  She applied temporary disability in 2010 and full disability was granted in 2013 with Social Security.  She is to have surgery in the near future again.

 

Angie Forbes from the Assessor’s office stated that the original paper work from the doctor stated that Ms. Keller did not qualify for the homestead exemption.  Ms. Keller felt that the doctor probably did not realize who she was, as he calls her Peg not Margaret.  Ms. Keller requested the Assessor’s office to send the papers again.  The second set of papers came back that she did qualify.  This was questioned by the Assessor’s office and the Doctor’s office was called and asked how she did not qualify and the next week she did qualify.  The qualifications were reviewed with the Doctor’s office staff, the office staff said she should not be eligible and to disregard the second set of papers.

 

Motion by Hewgley to deny the homestead exemption for Margaret Keller as she does not qualify under the State of NE guidelines.  Motion died for lack of a second.

 

Motion by Bruns, seconded by Woodruff to approve the appeal of homestead exemption for Margaret Keller.  Upon roll call vote Bruns, Woodruff and Weems voted “aye”.  Hewgley voted “nay”.  Henry absent.

 

The Lincoln County Board of Equalization adjourned at 9:33 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Judy Clark, Lincoln County Planning, was present and stated the Planning Commission has no problems with the application submitted by the Hoffman’s.

 

Motion by Woodruff, seconded by Bruns to approved the application submitted by Jeremy and Alisa Hoffman for Hillcrest 2nd Administrative Subdivision located at 153 Northridge Circle Dr. in R-2 Urban Density Residential District consolidating 2 lots into 1 lot.  Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Chief Deputy Rolly Kramer, Pumpkin Patch owner Kevin Bergstrom and Paul Oettinger from PAL’s was present to discuss the liquor sales map for the Homestead Pumpkin Patch events on October 1, 8, 15, 22 and 29, 2021. The amended area was discussed then changed again as the events are family oriented and the object is for the families to stay together and participate in the activities. A new map was made and approved by Chief Deputy Rolly Kramer.

 

Motion by Woodruff, seconded by Bruns to approve the special designated liquor permits (5) submitted by Pals Brewing Company to be held at the Homestead Pumpkin Patch on October 1, 8, 15, 22 and 19, 2021.  Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Brandon Myers, Emergency Management Director was present to discuss the Twin Platte NRD Multi-Jurisdictional Hazard Mitigation Plan. This Resolution needs to be in place for Lincoln County to qualify for any reimbursement funds for a state emergency.

 

Motion by Bruns, seconded by Woodruff to approve Resolution 2021-26 to adopt the Twin Platte NRD Multi-Jurisdictional Hazard Mitigation Plan.  Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

Approved the claims as presented for payment.

 

The meeting was adjourned at 10:40 A.M.

 

Advance notice and the agenda for the September 13, 2021 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 10, 2021; and was also emailed to the media on September 10, 2021.

 

The agenda for the meetings to be held on Monday, September 20, 2021 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
