Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Henry offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 20, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to adopt Resolution No. 2021-28 authorizing the transfer of Lincoln County bank accounts held at Great Western Bank. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to adopt Resolution No. 2021-29 authorizing Alex Gurciullo as an authorized signer on Lincoln County Treasurer bank accounts for all financial institutions. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to approve and authorize the Chairman to sign the right of way application submitted by Red Fern Electric LLC. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
County Board tabled the right of way application submitted by Western Irrigation & Rodney Anderson for additional information until next week’s meeting.
The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

Motion by Woodruff, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 20, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Judy Clark, Lincoln County Planning Director, stated that planning staff had no objections to the application submitted by Trowers. They are consolidating two lots into one lot.
Motion by Henry, seconded by Bruns to approve the application by Parker and Kennedy Trower for Trower Administrative Subdivision located at 39245 E Bailey Rd in a TA-1 Transitional Agricultural District. The property is described as Tract A and Tract B in the SW ¼ of Section 4, Township 11 North, Range 26 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Carla O’Dell, Lincoln County Highway Supt., presented the 2021 Annual Report.
Motion by Woodruff, seconded by Hewgley to authorize the Chairman to sign the 2021 Annual Report submitted by Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to adopt Resolution No. 2021-30 authorizing the Chairman to sign the 2021 County Annual Certification of Program Compliance to the NE Board of Public Roads Classifications and Standards. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to set October 18, 2021 at 10:00 A.M. to receive bids on the Sarben Guardrail Project. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to set October 18, 2021 at 10:10 A.M. to receive bids on motor grader blades for the Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to adopt Resolution No. 2021-31 to continue the Cash-In-Lieu option on group medical insurance at the amount of $400.00 per month. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to accept with regret the resignation of Bill Henry, Lincoln County Commissioner – District 3 effective September 30, 2021. Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”. Nays, none. Henry abstained.
Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign the special designated liquor permit submitted by Big Red Liquor for a wedding reception at the Lincoln County Fairgrounds on October 23, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to authorize the Chairman to sign the special designated liquor permit submitted by Big Red Liquor for a fundraiser at the Lincoln County Fairgrounds on October 14, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
County Court Magistrate, Kerri Sides, appeared to discuss the office remodel request of Lincoln County Court Judges. They are requesting to have a wall moved back approximately 2 feet to add additional space to the recently updated Judges chambers. She does not have a current bid for the project.
Commissioner Hewgley commented that there advantages and disadvantages to both current offices spaces. A new judge has not been selected so they have no idea what office space the new judge would prefer.
Commissioner Woodruff questioned if the room for the assistant to the bailiff could possibly be incorporated rather than moving a wall 2 feet.
Sides commented that with the addition of the restroom in the earlier update it created a nice space for a Judge’s Chambers.
County Board will view the area for possible remodel and put it back on the agenda for next week’s meeting.
Lisa Burke, Executive Director of the North Platte/Lincoln County Visitors Bureau, presented five informal bids for a new vehicle for her department as follows: 1) Remus Chevrolet – LT Traverse 2022 – $14,147 with trade; 2) Janssen Buick – SLT Acadia 2022 – $14,640 with trade; 3) Bill Summers – XLT Explorer 2022 – $19,769.00 with trade; 4) Remus Chevrolet – LS Traverse 2022 – $9,452.0 with trade; and 5) Bill Summers – EX-L Pilot 2022 – $21,174.00 with trade.
Motion by Bruns, seconded by Woodruff to accept the informal bid of Remus Chevrolet for a LT Traverse 2022 in the amount of $14,147 with trade for the North Platte/Lincoln County Visitors Bureau. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign the special designated liquor permit submitted by T’s Bar & Grill of Wallace NE for a wedding reception at the Lincoln County Fairgrounds on October 16, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.

The agenda for the meetings to be held on Monday, October 4, 2021 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
