Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Weems called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Bruns, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 29, 2021. Upon roll call vote Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems abstained. Hewgley absent.
Motion by Woodruff, seconded by Bruns to receive and order filed the treasurer’s receipts. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Alex Gurciullo, County Treasurer.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 29, 2021. Upon roll call vote Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems abstained. Hewgley absent.
No certificates of correction or refund submitted by the County Assessor.
Motion by Bruns, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by West Central District Health Department as recommended for approval by the County Treasurer. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Woodruff, seconded by Bruns to approve and authorize the Chairman to sign the FY 2023 Community Based Juvenile Services Aid application to be submitted to the Nebraska Crime Commission. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Bruns, seconded by Woodruff to accept the bid of Garcia Chicone Enterprise Inc. in the amount of $61,018.75 for Sarben Guardrail projects 2) guardrail installation only and to accept the bid of Level LLC in the amount of $49,400.00 for Sarben Guardrail projects 1) dirt work only. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Wuehler to accept the bids for used motor graders for Lincoln County Department of Roads as follows: Bid 7 – NMC – 2016 140M3AWD – $228,500 – trade-in allowance of $51,700 (Unit 1-15) – Total -$176,800.00; Murphy Tractor & Equipment Company – Option 3 – 2013 JD 770G – $164,500.00 – trade-in allowance of $41,000.00 (Unit 1-6) – Total – $123,500.00; Option 7 – 2016 JD 672G – $197,500.00 – trade-in allowance of $41,000.00 (Unit 1-7) – Total – $156,500 for a Grand Total of $456,800.00 minus the additional discount of $12,000 for purchasing two machines from Murphy Tractor making the final amount $448,800.00. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Carla O’Dell, County Highway Supt., along with Tom Werblow were present to request the county to accept bids on a 50’ X 96’ salt shed. It would be a hoop building with concrete sidewalls.
Motion by Bruns, seconded by Woodruff to set January 10, 2022 at 10:00 A.M. to receive bids for a salt shed for the Lincoln County Department of Roads. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Discussed the two audio and visual technology bids for the Lincoln County Commissioners Room. Three companies were contacted but only two submitted bids. The two bids received were from RA Productions in the amount of $21,900.00 and Yanda Pro Audio & Video in the amount of $24,715.00.
I.T. Director, Les Green, and I.T. Network Specialist, Dave Pate, told board members there would be some additional equipment for visual enhancement including a laptop and two cameras that would be needed. The laptop from Dell would be $1661.71 and the 2 cameras from Monoprice would be $600 total.
Motion by Bruns, seconded by Woodruff to accept the bid of RA Productions in the amount of $21,900.00 for audio, the quote from Monoprice for $600 for two cameras and $1661.71 from Dell for the laptop. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Bids had been received in June, 2021 for a body scanner for the Lincoln County Detention Center. The Sheriff’s Office reviewed the bids.
Motion by Woodruff, seconded by Bruns to accept the bid of Tek84 on an Intercept body scanner (to include thermal scan) for the Lincoln County Detention Center in the amount of $159,000.00 plus an additional 4 year warranty at the cost of $7500 per year. Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Commissioners held a redistricting work session using 2020 Census data as required per Nebraska State Statute §32-553(1)(c).

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 3, 2021; and was also emailed to the media on December 3, 2021.
The agenda for the meetings to be held on Monday, December 13, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
