Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 22, 2022. Upon roll call vote Hewgley, Weems, Wuehler, and Woodruff voted “aye”. Nays, none. Bruns abstained.
Motion by Hewgley, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared along with Deputy County Treasurer, Sheri Newton.
Motion by Weems, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 22, 2022. Upon roll call vote Hewgley, Weems, Wuehler, and Woodruff voted “aye”. Nays, none. Bruns abstained.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by Mission Life, Inc. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by New Life Assembly. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to approve the motor vehicle tax exemption application submitted by Great Plains Health Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Families 1st Partnership presentation by Executive Director, Caroline Sabin and Lorre McKeone, board member.
Discussed having a county seal emblem made for the Commissioners Room using equipment and students from Hershey Public Schools Industrial Arts Program. The size of the emblem will be approximately 36 inches and will be unveiled at the 100 Year Celebration of the courthouse.
Commissioner Wuehler reported the school is very excited about the project. They have requested the county obtain a vector image.
This item was tabled for additional information to be gathered by Commissioner Wuehler.
Discussed the contract with Mid-Continental Restoration Co. Inc. for an exterior coating project to be performed on the Lincoln County Courthouse. This was initially an at cost project but has been discounted to time and materials.
Commissioner Hewgley asked if they would be using different material so the discoloration would not happen again.
Commissioner Wuehler replied that they said this was an anomaly and they had not had this happen.
Commissioner Weems commented he would prefer an estimate to be included in the contract rather than just stating time and material.
This item was tabled for additional information. Commissioner Wuehler will contact the company concerning an estimate, summary of approach, product they will use and warranty on the work.
Discussion was held concerning proposals from Johnson Controls for hardware and software upgrades (HVAC & Smoke Control) at the Lincoln County Sheriff’s Office.
The representative was unable to appear so the items were tabled.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the 2022 contracts for brochure distribution for the North Platte/Lincoln County Visitors Bureau with CTM Media Group for $5,580 and Certified Folder Display for $5,456.35. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to accept the bid received from Meyer Creative for 50,000 travel guides for $19,680.95 and 5000 rack cards in the amount of $2,069.62 for the North Platte/Lincoln County Visitors Bureau. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Lincoln County Employee Recognition – Devin Ruff – 15 years and Zach Kramer – 10 years.
Motion by Hewgley, seconded by Woodruff to go into closed session at 11:30 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Bruns restated the motion.
Motion by Woodruff, seconded by Weems to go into open session at 12:14 P.M. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

The meeting was adjourned at 12:15 P.M.
Advance notice and the agenda for the February 28, 2022 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 25, 2022; and was also emailed to the media on February 25, 2022.
The agenda for the meetings to be held on Monday, March 7, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
