Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Kent Weems, Micaela Wuehler, Chris Bruns and County Clerk, Rebecca Rossell. Wuehler offered prayer. Bruns called the meeting to order at 9:00 A.M.  Commissioners Hewgley and Woodruff were absent.

 

Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Weems, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 28, 2022.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

Motion by Weems, seconded by Wuehler to receive and order filed the treasurer’s receipts.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Betty Jo Hernandez, motor vehicle supervisor.

 

Motion by Wuehler, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 28, 2022. Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none. Hewgley and Woodruff absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Wuehler, seconded by Weems to approve the motor vehicle tax exemption application submitted by the Salvation Army and recommended for approval by the County Treasurer.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Commissioner Wuehler reported she had reached out to three other masonry companies concerning the exterior coating project for the courthouse building.  She did not receive any bids for various reasons.  She is recommending that we move forward with Mid-Continental Restoration Co., Inc.

 

Commissioner Bruns asked if a different product would be used this time on the project.

 

Commissioner Wuehler replied that they claim they have never had this issue arise before now.  It may have been the particular batch of product they used.  They plan to clean it and recoat it, which is the same process as used last time.

 

Motion by Wuehler, seconded by Weems to approve the contract with Mid-Continental Restoration Co. Inc., with the detailed proposal, to restore the courthouse to its proper appearance.

 

Deputy County Attorney Volkmer will contact the company and request the detailed proposal be added to the contract.

 

Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

Cindy Korf, Victim Witness Director, explained to board members that Lincoln County is being recognized by the federal government for our victim witness program. Lincoln County is representing the entire State of Nebraska.  They are planning to plant and dedicate a tree on the courthouse square on April 27, 2022 at 3:30 P.M.

 

Motion by Wuehler, seconded by Weems to authorize the Chairman to sign the National Crime Victims’ Rights Week Awareness Project Sub Grant Award Agreement in the amount of $1970.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

Motion by Weems, seconded by Wuehler to appoint Troy Merritt to the Veterans Service Committee, to replace Thomas Leet, with the term to end June, 2023.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

Motion by Weems, seconded by Wuehler to reappoint the following to the Veterans Service Committee with terms to end as indicated:  Michael Cain – June, 2024; Steve Anton – June, 2025; and Jerry Jurgens – June, 2026.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

There is still one vacancy to be filled on the Veterans Service Committee.

 

Paul Cooper, Veterans Service Officer, reported that the Veterans Service Committee is set up by the legislature and they have statutory duties concerning the Veterans Service Officer. There are statutory requirements to be appointed as Veterans Service Officer.  It is the committee’s duty to advertise, interview, and come back to the County Board with a recommendation.  The Veterans Service Officer must be accredited to work in the VA computer system.  Paul indicated that he would stay and help train the new person.

 

Motion by Wuehler, seconded by Weems to set the One & Six Year Road Plan hearing for March 28, 2022 at 10:00 A.M.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

Motion by Weems, seconded by Wuehler to go into closed session at 10:07 A.M. with respect to pending litigation.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

 

Chairman Bruns restated the motion for the closed session.

 

Motion by Weems, seconded by Wuehler to go into open session at 10:34 A.M.  Upon roll call vote Weems, Wuehler and Bruns voted “aye”.  Nays, none.  Hewgley and Woodruff absent.

The meeting was adjourned at 10:49 A.M.

 

Advance notice and the agenda for the March 7, 2022 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 4, 2022; and was also emailed to the media on March 4, 2022.

 

The agenda for the meetings to be held on Monday, March 14, 2022 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
