Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Wuehler, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 7, 2022. Upon roll call vote Weems, Wuehler and Bruns voted “aye”. Nays, none. Hewgley and Woodruff abstained.
Motion by Weems, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to receive and order filed the fee reports submitted by the County Clerk in the amount of $655.50; County Sheriff in the amount of $6,282.58 and Register of Deeds in the amount of $23,548.24. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to authorize the Chairman to sign the right-of-way application submitted by Hershey Telephone Co. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Weems, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 7, 2022. Upon roll call vote Weems, Wuehler and Bruns voted “aye”. Nays, none. Hewgley and Woodruff abstained.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Weems to appoint Commissioner Jerry Woodruff as Lincoln County representative to Community Action Partnership of Mid- Nebraska board. Upon roll call vote Hewgley, Weems, Wuehler and Bruns voted “aye”. Nays, none. Woodruff abstained.
The contract with Winston Michael Contracting, Inc. for a salt shed for the Lincoln County Department of Roads was tabled for contract clarification.
Motion by Wuehler, seconded by Weems to approve and authorize the Chairman to sign the special designated liquor application by Big Red Liquor LLC for a fundraiser to be held on March 26, 2022 at the Lincoln County Fairgrounds. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Discussed the proposals from Johnson Controls for hardware and software upgrades (HVAC and smoke control) at the Lincoln County Sheriff’s Office. Scott Schroeder appeared on behalf of Johnson Controls.
Lincoln County Building and Grounds Department Employee, Booker Boyer, told board members that if he has an issue over at the jail he has to call Johnson Controls and then they have to remote into the system. The smoke inhalation system software that controls the dampers block the HVAC system.
Schroeder stated that they have an I.T. issue with JAVA vulnerability.
Commissioner Bruns questioned if the two systems are integral why they do not talk to each other.
Schroeder responded that they do talk to each other now.
Boyer commented that if he could pull the information up on his laptop from a remote location that would make it much easier.
Schroeder gave a brief description of the two proposals:
Proposal No. 1 – The HVAC and smoke inhalation are two separate systems. The smoke control system would still have to be addressed within the facility.
Proposal No. 2 – It has a large capacity engine that would allow them to be able to use the private JAVA. Both systems will communicate with each other and remote access would be allowed.
Commissioner Hewgley commented that he was not aware we were behind on upgrading the software.
Schroeder replied that they could have only gotten to a certain version on the smoke inhalation side.
Chief Deputy, Rolly Kramer, reported they are having HVAC issues. He questioned why the system was given a public JAVA when it was installed.
Schroeder thought it might have been the only option available at that time.
Commissioner Hewgley questioned if the entire system had been reviewed and if there is anything, we the county needs to look at now or in the future.
Schroeder stated that the wireless thermostats need to be checked regularly and they are offering additional training for staff.
Motion by Wuehler, seconded by Woodruff to accept and authorize the Chairman to sign Proposal No. 2 for $24,961 from Johnson Controls for hardware and software upgrades (HVAC and smoke control) at the Lincoln County Sheriff’s Office. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

Advance notice and the agenda for the March 14, 2022 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 11, 2022; and was also emailed to the media on March 11, 2022.
The agenda for the meetings to be held on Monday, March 21, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
