Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments are posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 14, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign the 2022-2024 county lottery license renewal application form. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the fee reports submitted by County Sheriff for $5043.35 and Clerk of District Court for $5,811.52. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Alex Gurciullo.
Motion by Hewgley, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 14, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by North Platte Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid-Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to deny the motor vehicle tax exemption application submitted Berean Fundamental Church due to incomplete information as recommended for disapproval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:29 A.M. and the Lincoln County Board of Commissioners reconvened.
The item for additional funding for the Midwest Nebraska Problem Solving Court (Drug Court) for defense counsel was tabled.
Motion by Weems, seconded by Wuehler to approve the appointment of Bradly Nelson to the Veterans Service Committee to fill the vacancy that will end June 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Mick Margritz of Hershey appeared to discuss a drainage issue. The Village of Hershey has a drainage issue and they want to make sure the water would not be restricted on his property. He reported it has to go through a county ditch for 200 to 300 yards to get to the drainage district ditch. The weeds need to be mowed and the ditch opened up.
Commissioner Weems stated that we could also work with the Noxious Weed Supt. for vegetation control in this area.
County Board will coordinate with the Highway Supt. and Noxious Weed Supt. on this issue.
Motion by Weems, seconded by Wuehler to go into closed session at 10:18 A.M. to discuss strategy with respect to real estate purchase. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Bruns restated the motion for the closed session.

The meeting was adjourned at 10:49 A.M.
Advance notice and the agenda for the March 21, 2022 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 17, 2022; and was also emailed to the media on March 17, 2022.
The agenda for the meetings to be held on Monday, March 28, 2022 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
