Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 4, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed fee reports submitted by the County Clerk for $667.41, Clerk of District Court for $8185.56 and County Sheriff for $3739.49. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign the polling place contracts for the 2022 Primary and General Elections. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign a special designated liquor permit submitted by Pals Brewing Company for a wedding reception at the Lincoln County Fairgrounds on May 27, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to authorize the Chairman to sign the right of way application submitted by Hershey Cooperative Telephone Company. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.
Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 4, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
David Pate, I.T. personnel, reported that Lincoln County does not own our current domain. The .gov domain is now free and is more secure.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign a request letter for lincolncountyne.gov domain. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to authorize the Chairman to sign the contract with Winston Michael Contracting, Inc. for a salt shed for Lincoln County Department of Roads in the amount of $169,515.00. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Former County Commissioner, Bill Henry, had reported before he left office that the Sandhills RC & D District was going to disband at the end of 2021. The county received a letter in the mail asking for a representative to the board and an invoice for $100 for dues.
Commissioner Wuehler will contact the executive secretary at Sandhills RC & D for additional information.
Discussion was held concerning the appointment of Lincoln County Treasurer, Alex Gurciullo as Point of Contact and Authorized Representative for Reporting for State & Local Fiscal Recovery Funds (SLFRF).
Chairman Bruns commented that he placed this item on the agenda. It was discussed when the new County Treasurer was appointed that this would be one of the responsibilities they would be responsible for in the future.
Commissioner Hewgley questioned if the ARPA committee should have discussed transferring these duties.
Commissioners Weems stated that working in this system can be challenging and he would feel more comfortable if she had someone to work with her initially.
Deputy County Attorney, Tyler Volkmer, clarified that the board can take action to appoint Alex as additional contact but it does not mean that the other people that were appointed are losing access.
Commissioners Weems and Hewgley both stated they would feel more comfortable with review from other points of contact.
Commissioners Woodruff and Bruns gave a Personnel Committee update concerning the Lincoln County Highway Supt. candidates. Four candidates were interviewed for the position. Two candidates have credentials and two do not at this time. They asked how many candidates the full board would like to interview.
Other county board members stated they felt comfortable with the Committee’s recommendation of the top two candidates for interviews.
Motion by Woodruff, seconded by Wuehler to invite the top two candidates for the Lincoln County Highway Supt. position to attend the April 18, 2022 board meeting to conduct interviews. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 8, 2022; and was also emailed to the media on April 8, 2022.
The agenda for the meetings to be held on Monday, April 18, 2022 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
