Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 5, 2022.
Commissioner Woodruff apologized for unintentionally making disparaging comments pertaining to the Evans Building. They have been accommodating landlords. He & Commissioner Wuehler look forward to working with the Petersen’s.
Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to authorize Chairman to sign the NOHS grant for LCSO for the National Drive Sober or Get Pulled Over Campaign. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to receive and order filed the fee reports submitted by the Register of Deeds, Clerk of District Court, and County Sheriff. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign the Interlocal agreement with the City of North Platte for fuel not to exceed $675,000. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign the Letter of Understanding with McChesney Martin Sagehorn PC for Fiscal Year 2022-2023 Lincoln County budget not to exceed $7,600. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to authorize Chairman to sign Region II Human Services Interlocal Participation for Fiscal Year 2022-2023 Behavior Health match. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Commissioners tabled the agenda item authorizing the Chairman to sign an agreement with Lutz & Company for consulting services for SLFRF (ARPA) funds.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign a Donation of Temporary Construction Easement from Lyle & Chrystal Minshull for Sutherland North Bridge project. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Hewgley to authorize the Chairman to sign an acquisition contract for permanent easement from Lyle & Chrystal Minshull for Sutherland North Bridge project in the amount of $2093.70. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:28 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 5, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.
Roric Paulman appeared to discuss the approval of the merger of Sutherland Rural Fire
District & Village of Sutherland Fire to form Sutherland EMS. They were able to pay cash for a new fire hall and they have tried to upgrade and support volunteers and EMT’s. They would like to combine all assets of the Village of Sutherland Fire and the Sutherland Rural Fire District. They have taken the first step with the resolution executed by both districts to combine. All the districts have worked well together in the Mutual Fire Organization.
Commissioner Weems questioned if they had spoken with the Emergency Management Director.
Paulman responded that they had not.
Commissioner Weems commented that he could be helpful on possible grants.
Paulman stated that administration of the district is becoming a full-time job.
Commissioner Wuehler asked if there was any downside to combining the two districts.
Paulman replied no. In the long term, rural fire districts are going to have a challenge.
County Assessor, Julie Stenger, had questions concerning tax districts and if they planned to have this merger done for 2022.
Stenger, and County Clerk, Rebecca Rossell, will work with the State Auditor’s office to get these questions answered.
Motion by Weems, seconded by Woodruff to approve the merger of Sutherland Rural Fire District and Village of Sutherland Fire to forms Sutherland EMS.
Commissioner Wuehler questioned what happens if the county is not comfortable with discovery, can issues still be resolved.
Commissioner Weems responded yes.
Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to go into a closed session at 9:52 A.M. to discuss strategy with respect to pending or imminent real estate purchases. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Bruns restated the motion for the closed session.
Motion by Woodruff, seconded by Weems to go into open session at 11:04 A.M. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to adopt Resolution No. 2022-13 in the amount of $250,000 concerning the donation of funds to the North Platte Area Chamber & Development Corporation for exclusive right of purchase of the Greenbrier facility. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on July 8, 2022; and was also emailed to the media on July 8, 2022.
The agenda for the meetings to be held on Monday, July 18, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
