Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and Deputy County Clerk, Terry Heessel. Hewgley offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 15, 2022. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Hewgley to authorize the Chairman to sign the National Insurance Services Joinder Agreement for group term life insurance. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve the interlocal agreement with the Village of Sutherland for library service. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to authorize the Chairman to sign a right-of-way application submitted by Consolidated Companies. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Treasurer, Sheri Newton.
Motion by Weems, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 15, 2022. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption applications submitted by North Platte Opportunity Center. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Deputy County Attorney, Steven King, County Assessor, Julie Stenger, Charity Farley, Lead Appraiser, Henry Vogt, Appraiser were present to discuss TERC decision in favor of Western Tabor Ranch Apartment LLC for 2018-2020.
The County does have an option to appeal the decision. The decision will be tabled for a week or two.
The Lincoln County Board of Equalization adjourned at 9:34 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Woodruff, seconded by Weems to authorize the chairman to sign the application submitted by Grazer’s Bar & Grill LLC for a wedding reception on September 10, 2022 at Homestead Pumpkin Patch. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Judy Clark of Lincoln County presented the application submitted by Shaun & Michelle Pegal for Pagel Administrative Subdivision.
Motion by Weems, seconded Woodruff to approve the application submitted by Shawn & Michelle Pagel for Pagel Administrative Subdivision located at 9774 S Sioux Canyon Lane in an A-1 Agricultural District. The property is described as the SW ¼ of Section 35, Township 13 North, Range 29 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to approve the wage adjustment for the FOP #26 of 5% which was agreed upon during negotiations. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to go into closed session at 9:55 A.M. to discuss potential real estate purchases. Upon roll call vote Hewgley, Wuehler, Bruns, Weems and Woodruff voted “aye”. Nays, none.
Chairman Bruns restated the motion for the closed session.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on August 19, 2022; and was also emailed to the media on August 19, 2022.
The agenda for the meetings to be held on Monday, August 29, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
