Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Bruns called the meeting to order at 9:00 A.M. Commissioner Weems was absent.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 29, 2022. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Woodruff, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Wuehler, seconded by Woodruff to receive and order filed the fee report submitted by the County Clerk in the amount of $1,293.05. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Hewgley, seconded by Woodruff to adopt Resolution No. 2022-17 to transfer excess funds from the Handicapped Accessibility Fund to the Building Fund. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 29, 2022. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
No certificates of correction or refund submitted by the County Assessor.
Motion by Woodruff, seconded by Hewgley to approve the notice of valuation changes numbered 2022-10 to 2022-12 as submitted by the County Assessor. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Region 51 Emergency Management Director, Brandon Myers, told board members that he had received a quote from K & S Electric dba Hall’s Electric for hook up of the courthouse generator in the amount of $47,416.20. The courthouse electricity would be shut down for five days and a rental generator would be needed to supply power for the courthouse. The courthouse building is not set up for a generator. A junction switch box would need to be installed and brought up to code.
Board directed Region 51 Emergency Management Director, Brandon Myers, to attain additional quotes for an electrical company to hook up the new courthouse generator. They also requested he research what might be done during installation so that a rented generator is not being used for the indicated five-day period of installation of the new unit.
Commissioner Woodruff explained that Deputy County Attorney, Tyler Volkmer, had done research and put together a uniform management plan that, 1) allows for authorized entry where rodents need to be controlled, 2) establishes procedures for notification to the County Board, Road Department and Noxious Weed Department, and 3) establishes a standing committee working with the Noxious Weed Department and USDA Wildlife Services to administer the plan.
Motion by Woodruff, seconded by Wuehler to adopt Resolution No. 2022-18 for the Lincoln County black-tailed prairie dog management program. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Joe Wiezorek and Geoff Florom, representing the Veterans Service Committee presented the name of Thomas Gann for Veterans Service Officer. His qualifications meet State of Nebraska requirements.
County Board asked Paul Cooper, current Veterans Service Officer, to remain in an hourly position for training. His resignation will go into effect when the Mr. Gann is sworn in.
Motion by Hewgley, seconded by Wuehler to accept the recommendation of Thomas Gann as Veterans Service Officer effective October 1, 2022. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Brian Glos, Lincoln County Dept. of Roads, was present to discuss the use of Durablend which is a product sold by Envirotech Services Inc.
Commissioner Hewgley asked which section of Cattlegrowers Road they were considering for the trial section.
Glos replied it would be part of section that there is crushed granite.
Commissioner Woodruff stated that they picked a heavily traveled road with heavy truck for the trial. If the product stands up to this section of road it might be a viable option.
Glos stated the product should be reapplied annually, but it does have some residual effect. They would like to implement a program and see if it would help keep down maintenance costs.
Commissioner Bruns questioned how the road department planned to measure viability of the product. He does understand there is a safety aspect with this portion of road due to dust.
Glos responded it would have to be monitored.
Commissioner Hewgley expressed concern about the cost and questioned what the intent was for the long term.
Commissioner Wuehler reported that this portion of road gets graded 2 to 3 times a week. If we can reduce this to 2 or 3 times a month, it would pay for itself by reducing maintenance costs. She sees the value in giving the product a trial run. She emphasized that stabilization was the main benefit of the product, not dust control.
Commissioner Bruns asked how this program would be implemented into the budget costs and how we would determine where it would be used.
Commissioner Wuehler replied that the road department could put together a good study for the board.
Commissioner Bruns questioned if this could be split into two sections, one with crushed granite and a regular gravel road.
Glos stated it would be possible. If was set up for September 12th but could be changed.
After discussion, the item concerning the trial section on Cattlegrowers Road for a stabilization/dust control product from Envirotech Services Inc. was tabled. County Board requested that the road committee work with the county road department to review possible trial sections and coordinate with applicable property owners.
