Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 6, 2022. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems abstained.
Motion by Hewgley, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the fee reports submitted by the Clerk of District Court – $11,177.51; Register of Deeds – $31,276.09; and County Sheriff – $5766.09 as submitted. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Treasurer, Sheri Newton.
Motion by Wuehler, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 6, 2022. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems abstained.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by Region II Human Services as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Lincoln County Highway Supt., Jason Schultz, along with Brian Glos, reported road personnel recommend putting 2 loads of product in this area on Cattlegrowers Road and they will monitor how it performs. If this works well, then we can do a trial section on a sandy road.
Commissioner Weems thought this would be a fair assessment to see if it is cost effective.
Commissioner Woodruff questioned how often this portion of road was maintained.
Schulz replied that it is maintained twice a week.
Commissioner Woodruff asked what the road department needed to have done to prepare for this project.
Glos responded that they needed to have it pre-watered, graded, and shaped.
Commissioner Wuehler stated she was in favor of going forward with the plan for Cattlegrowers Road. If the stabilization portion works, it will pay for itself in time.
Motion by Wuehler, seconded by Woodruff to approve the use of a stabilization/dust control product from Envirotech Services Inc. for a trial section on Cattlegrowers Road. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to amend the public hearing to receive comments on the proposed 2022-2023 fiscal year Lincoln County budget to September 26, 2022, at 11:00 A.M. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to amend to September 26, 2022, immediately following the close of the budget hearing, a public hearing for the purpose of receiving comments relating to setting the final tax request at a different amount than the prior year. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

The meeting was adjourned at 10:22 A.M.
Advance notice and the agenda for the September 12, 2022, board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on September 9, 2022; and was also emailed to the media on September 9, 2022.
The agenda for the meetings to be held on Monday, September 19, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
