Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Wuehler to approve the minutes of Lincoln County Board of Commissioners meeting on September 19, 2022, with the correction that Commissioners Woodruff and Weems were appointed to the Prairie Dog Management Committee not Commissioner Wuehler. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Hewgley to place on file the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the right-of-way permit submitted by Custer Public Power District. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to receive and order filed the fee report submitted by the County Sheriff for $28,679.50. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to authorize the Chairman to sign Donation of Temporary Construction Easement with Gary Trego which corrects the legal description for the Sutherland North bridge project. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to adopt Resolution No. 2022-23 directing the County Attorney to foreclosure and sell “A” tax sale certificates. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to accept the resignation of Paul Cooper as Veterans Service Officer effective September 30, 2022, with gratitude. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Deputy County Attorney, Tyler Volkmer, reported that the Ag Society is requesting a letter from the county to pursue grant funds.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign a letter stating that the county is aware that the Lincoln County Ag Society is raising funds to erect a building on property owned or controlled by Lincoln County. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign a software license agreement for a digital evidence management system with iCrimeFighter Enterprise for the County Attorney’s office.
Commissioners asked that it be a noted that this is a mandate by the judicial system.
Motion carried.
Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Hewgley, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 19, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Weems to authorize the Chairman to sign an interlocal agreement with the City of North Platte for maintenance of roads by the county in the city jurisdiction. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

Sheriff Kramer and North Platte Police Chief Steve Reeves were present to discuss the dispatch services agreement.
Reeves reported the dollar amount increased due to a 20% adjustment in wages and cost of benefits. The county pays for two dispatchers.
Kramer asked if the county was 20% behind since we have had increases in the agreement in prior years.
Reeves replied that the contract has always been increased by the amount the city pays.
Commissioner Bruns inquired about the upgrade fee and if the county has been paying that fee.
Reeves stated yes.
Commissioner Hewgley questioned if the city was still using a specific software.
Reeves told board members that this software company was purchased, and they quit supplying services. The city now uses Motorola Flex.
Commissioner Bruns wondered if the city could ensure reliability with dispatch so there is no interruption in service.
Reeves responded there was instances where the generator failed, the transfer switch failed, and the battery backup died. They are working on a temporary back up system while waiting for the permanent back up unit. The 911 Center is spread thin right now but with the anticipated future growth they are looking at conducting a study.
The interlocal agreement for dispatch services by the city for the Lincoln County Sheriff’s Office was tabled for further negotiations and discussion.
Sheriff Kramer stated the purpose of the mutual aid agreement is for manpower shortages which allows the North Platte Police Dept. to leave city boundaries and assist the Sheriff’s office when needed such as officer involved shootings. It is professionalism from their agency to ours.
Motion by Weems, seconded by Woodruff to approve an interlocal agreement with the City of North Platte for the provision of law enforcement mutual aid and grant authority to the North Platte Police Department to operate outside the jurisdiction of the City of North Platte in certain circumstances. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

The agenda for the meetings to be held on Monday, October 3, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
