Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 26, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Assessor, Sheri Newton.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 26, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Wuehler, seconded by Weems to approve the motor vehicle tax exemption application submitted by West Central District Health Department as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption applications submitted by American National Red Cross as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by Great Plains Health with the hope they would consider cash-in-lieu instead of being tax exempt and as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve the notice of valuation changes numbered 2022-014 and 2022-015 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Commissioners Weems & Wuehler reported that the Women’s Resource Center was concerned about the reporting requirements and strive to operate on donations and decided they did not want to receive federal funds.
Chairman Bruns acknowledged receipt of declination by the Women’s Resource Center in the amount of $25,000 from the Lincoln County SLFRF grant (application #22) also known as the ARPA funds.
Julie Stenger, Lincoln County Assessor, presented bids for a used jeep vehicle for her office. The following bids were submitted on Jeeps: Janssen Chrysler Jeep Dodge – $20,200; Wagner Ford Toyota – 2 units – $27,200 & $25,600; Deveny Chrysler Jeep Dodge – $27,500; and Auto One – $20,800.
Motion by Wuehler, seconded by Weems to approve the purchase of a 2016 Jeep Renegade for $20,200 with the addition of the $2470 extended warranty for a total $22,670. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to go into closed session at 9:45 A.M. to discuss potential real estate purchase. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Bruns restated the motion for the closed session.
Motion by Woodruff, seconded by Wuehler to go into open session at 11:23 A.M. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

The agenda for the meetings to be held on Monday, October 10, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
