Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Bruns called the meeting to order at 9:20 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign FY 2023 Community-based Juvenile Services Aid Supplemental EB Grant Award for $57,572.00 & Special Conditions. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Planning Director, Judy Clark, appeared and gave a summary of the applications being presented. She stated that the agenda items had to be done in the following order. If the amendment is not approved, then the rezoning and subdivision cannot be acted on.
A public hearing was opened at 9:32 A.M. on an application for an amendment to the Lincoln County Comprehensive Future Land Use Plan from Agricultural Production to Residential Acreage on property located at 19898 W Wildlife Road and described as Tract A of Margaret Boyles’s Subdivision of part of Government Lot 2 of a part of the NW ¼ of Section 9, Township 14 North, Range 32 West of the 6th P.M., Lincoln County, Nebraska.
Kent Swanson, the owner of the property, stated he wanted it separated for family relationships.
No other comments were received.
The public hearing was closed at 9:33 A.M.

No comments were received.

Jerry Fiest, former USDA wildlife specialist appeared to discuss the future of the USDA wildlife management contract.
Commissioner Weems asked Mr. Fiest to attend the meeting. There seems to be a lack of coordination from the USDA about changes that affected our county.
Fiest reported that he wants to see Lincoln County and Barry Johnson succeed. He does not believe that Lincoln County will see any changes. Most of his prior role was
administrative. Last year he requested more funding, and two counties (Dawson and Lincoln) did approve additional funding but other counties in this region did not. Therefore, the district was approximately $100,000 in the red, his job was abolished to balance the budget.
Commissioner Weems commented that once the contract with USDA is done, he feels that the county should consider all options.
Commissioner Bruns questioned who was administering the program now.
Fiest replied there is a state director in Lincoln.
The county board expressed gratitude to Jerry for his service.
Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 10, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the fee report submitted by the Register of Deeds for $28,069.32. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to authorize the Chairman to sign a purchase agreement for property located at 103 – 111 North Dewey (former West Central District Health Department office) in the amount of $259,000.
Commissioner Weems was glad to see ARPA (SLFRF Funds) could be used for this purchase.
Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 10:23 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Deputy County Treasurer, Sheri Newton.

No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by American National Red Cross and recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health and recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to adopt Resolution No. 2022-29 setting the 2022 tax levies for all political subdivisions headquartered in Lincoln County. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 10:28 A.M. and the Lincoln County Board of Commissioners reconvened.
Brandon Myers, Emergency Management Director, appeared with two quotes for the electrical portion of the courthouse generator project. The following quotes were received Platte Valley Electric – $120,727.00 and Hall’s Electric & Services – $47,416.20. He reported he had contacted four companies for proposals.
Commissioner Hewgley commented that he was skeptical about the pricing the last time Brandon had brought in a quote but after further research it appears to be in line with what is happening in the market.
Commissioner Woodruff asked when this work would be done.
Myers estimates the project will be done in April 2023.
Motion by Weems, seconded by Hewgley to accept the electrical proposal from Hall’s Electric & Services in the amount of $47,416.20 for the Courthouse generator project. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
There was discussion about using ARPA funds for this purchase. County Clerk, Rossell commented that this was put in the Building Fund budget as it was an ongoing project that had been exempt from the lid in the previous budget year. She will check with the accountant on how this will affect the budget if it is taken out of ARPA funds instead.
Motion by Hewgley, seconded by Wuehler to set November 14, 2022, at 10:00 A.M. to receive bids for a used wheel loader for Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to set November 7, 2022, at 10:00 A.M. to receive bids for a used motor grader with trade for Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Commission Hewgley asked Jason Schultz, Highway Supt., why they were asking to bid ½ ton pickup trucks rather than ¾ ton.
Commissioner Woodruff replied that it was for economics.
Schultz commented that they do not need ¾ ton trucks all the time for what they are working on. This will give them a mixture of ½ ton and ¾ ton pickups to use. They are planning to use an auction service to sell the old units rather than trading them.
Motion by Woodruff, seconded by Wuehler to set November 7, 2022, at 10:15 A.M. to receive bids for three new ½ ton 4-wheel drive 4 door pickup trucks for Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
