Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Bruns called the meeting to order at 9:03 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 31, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign a right-of-way permit submitted by Allo Communications. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to receive and order filed the final report of distress warrants issued in Lincoln County, NE by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign Form 35K for annual Keno filing by Lincoln County to the Nebraska Department of Revenue. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Hewgley to receive and order filed the fee report submitted by the Register of Deeds for $20,769.86. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

Motion by Woodruff, seconded by Wuehler to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by American National Red Cross as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Woodruff to deny a special designated liquor permit submitted by CJ Liquor and Tobacco for a wedding reception to be held at CB’s Hideaway on November 19, 2022, at the applicants request due to the timeline required by the liquor control commission is not going to be met due to Veterans Day. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to adopt Resolution No. 2022-31 supporting Operation Green Light for Veterans. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The following bids were received for a used motor grader with trade for Lincoln County
Department of Roads:
Murphy Tractor – Option 1 w/trade – $108,500; Option 2 w/trade – $202,500
NMC – Option 1 w/trade – $139,083; Option 2 w/trade – $181,240; and Option 3 w/trade – $172,240.
Motion by Hewgley, seconded by Weems to accept the bid from Murphy Tractor for Option #1 w/trade for a 2015 672G in the amount of $108,500 contingent on receiving service records being acceptable to the Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The following bid was received for three new ½ ton 4-wheel drive 4 door pickup trucks
for Lincoln County Department of Roads: Janssen Chrysler – $118,482 for 3 trucks.
No bid was accepted. The Lincoln County Department of Roads would like to review cooperative purchasing as well and will bring back to the County Board.

Advance notice and the agenda for the November 7, 2022, board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on November 4, 2022; and was also emailed to the media on November 4, 2022.
The agenda for the meetings to be held on Monday, November 14, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
