Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 14, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to receive and order filed the fee reports submitted by the County Sheriff in the amounts of $4066.19 and $22,333.75. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the Memorandum of Lease and Option agreement with North Platte Area Chamber of Commerce & Development Corporation, Inc. (Greenbrier property). Legal counsel states there is no issue with reaffirmation of the agreement. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 14, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Woodruff, seconded by Hewgley to set December 12, 2022, at 10:00 A.M. to accept bids for motor grader blades for Lincoln County Department of Roads. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chief Deputy, Rolly Kramer, reported they would like approval to purchase a passenger van for the Lincoln County Detention Center. These specialized units cannot be purchased through a local vendor. It is a non-competitive, specialized item. There is a unit on GovDeals for a total purchase price of $43,680 that would fit their needs perfectly.
Motion by Wuehler, seconded by Woodruff to approve the purchase of a passenger van for the Lincoln County Detention Center in the amount of $43,680 from GovDeals. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Community Connections Executive Director, Jayna Schaaf and Brandi Buscher from North Platte Public Schools appeared to explain the grant application. The age limit on this grant is now K-12 which allows use of these funds in the grade schools for behavioral and truancy issues. The age limit on the previous grant was ages 11-18.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign FY 2023 Second Opportunity Supplemental Community -Based Juvenile Services Enhancement (EB) grant. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Discussed hiring an architect for 103-111 N Dewey renovation.
Lee Davies, architect, appeared to present a proposal for his services in the amount of $24,000 which would include mechanical, ventilation and electrical. He has already done some preliminary work for the county since the building was purchased. He presented several options detailing the renovations being considered which are: flooring, carpet & tile; painting walls and ceilings; demolition of a few walls; new lighting throughout; ADA toilet(s); changing doors; and renovation of the existing toilet.
Commissioner Weems asked if the county hired him to do the preliminary work.
Davies reported there was nothing official.
Commissioner Weems stated it was his understanding that Davies was just consulting and did not realize that hiring an architect was being considered at this point.
Commissioner Hewgley suggested the county get estimates for painting and find out how much work is needed on the lights and flooring first.
Commissioner Wuehler reported that this information was needed before the county even purchased the building. There are two different plans for review. She was told the next step was to hire an architect.
Commissioner Hewgley asked if it would be appropriate for the Building & Grounds committee to submit information to the County Board to decide on the scope of the work to be done to the building.
Deputy County Attorney, Tyler Volkmer, commented that this would be a professional service and would not have to be bid. By state statute we need to have an engineer or architect on this project due to the dollar limit.
Commissioner Weems asked Commissioner Hewgley if he felt the architect fee was a reasonable rate.
Commissioner Hewgley responded in the affirmative.
Motion by Hewgley, seconded by Woodruff to hire Lee Davies Architecture in the amount of $24,000 for the renovation to 103-111 North Dewey Street property.
Commissioner Hewgley questioned if the bid documents could be ready in an expedited time frame.
Davies replied yes.
Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Commissioner Wuehler discussed the two options for the budget for the 103-111 N Dewey Restoration Project. The renovation cost ranging from $28.77 per square foot to $40.59 per square foot. She had discussed with the building and grounds department about being part of the renovation project. She suggests the county hire a contractor and that the building and grounds department is willing to help where they can reduce costs.
Davies reported that demolition will be removing the flooring and the area for the ADA restroom(s).
Commissioner Hewgley suggested keeping the demo work and painting out of the bid as well as considering the extent of the new lighting.
Commissioner Wuehler stated that research indicates that the new lighting should be completed prior to the move. The new LED lighting would save money on utilities. This project is a conservative renovation with the money coming from the ARPA funds.
Davies recommended leaving the painting in the bid.
Building and Grounds supervisor, Jeff Higgins, told board members that his crew could tear up carpet and help demo but he is unsure of how much painting they would be able to get done.
The Building and Grounds Committee will work to fine tune a budget for the renovations.

continually current and open for inspection at the office of the Lincoln County Clerk.
