Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Woodruff called the meeting to order at 9:00 A.M. Commissioner Weems was absent.
Chairman Woodruff announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Bruns, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 17, 2023. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Hewgley, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Bruns, seconded by Hewgley to receive and order filed the fee reports submitted by the County Sheriff in the amounts of $1357 and $4084.24 and the Register of Deeds for $16,928.92. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Motion by Wuehler, seconded by Hewgley to change the date to accept bids for the Probation Office Project (103-111 North Dewey) from February 6, 2023, to February 21, 2023. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Alex Gurciullo.
Motion by Wuehler, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 17, 2023. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Bruns to approve the motor vehicle tax exemption application submitted by Great Plains Health and as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Bruns, seconded by Wuehler to approve the dedication plat to dedicate Fairway Estates Road, Fairway Avenue, Fairway Drive and Club House Drive to Lincoln County. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
Planning Director, Judy Clark, reported that planning staff had no objections to the application for Richardson Administrative Subdivision to split it into two parcels.
Motion by Bruns, seconded by Hewgley to approve the application by Joan Richardson for Richardson Administrative Subdivision on property located at 18226 W Island Road in a TA-1 Transitional Agricultural District and described as part of Section 32 & 33, Township 13 North, Range 28 West of the 6th P.M, Lincoln County, Nebraska. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems absent.
The following bids were received for a new/used utility tractor for Lincoln County Dept. of Roads:

AKRS Equipment – Bid 1, 2023 JD G135E – $98,790; Bid 2, 2022 JD 6130M (20 hours) – $130,140; Bid 3, 2022 JD G140M (385 hours) – $142,000; Bid 4, 2021 JD G135E (510 hours) – $82,530.
County Road personnel will review bids and make a recommendation at the next Commissioners meeting.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on January 20, 2023; and was also emailed to the media on January 20, 2023.
The agenda for the meetings to be held on Monday, January 30, 2023, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
