Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 27, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the addition of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins and County Treasurer, Sue Fleck appeared.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 27, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications for First Church of the Nazarene and the Salvation Army as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption applications for Bethel Free Evangelical Church, Servants of Mary and West Central District Health Department as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Public hearing opened at 9:30 A.M. to receive comment on the possible vacation/abandonment of that portion of South Bignell Road described as follows: A strip of land 10’ wide lying east of and adjacent to the east line of vacated Lot 1 Block 14, in the Village of Bignell, in the NE ¼ of the NW ¼ of Section 35; Township 13 North; Range 29 West of the 6th P.M., Lincoln County, Nebraska.
Highway Supt., Jerry Hitchcock, recommends that the County Board accept the vacation proposal. The vacated portion will go to the property owner of the adjoining property.
No other comments were received.
The public hearing was closed at 9:34 a.m.
Highway Supt. Hitchcock informed that board that Maxwell Southwest (Sioux Lookout Bridge) will be constructed at no cost to Lincoln County.
Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2014-27 authorizing the Chairman to sign for the construction of Federal Aid Project BR-1480(11) in the amount of $896,586.75 to replace a bridge over the Tri-County canal known as Maxwell Southwest or Sioux Lookout Bridge. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Highway Supt. Hitchcock explained that the previous Change Order No. 1 was fully executed by all the parties on the Birdwood Viaduct Project as FWHA asked for better clarification. The change order has been re-written.
Motion by Hewgley, seconded by Roethemeyer to approve Change Order No. 1 for Project RRZ-1390(3) Birdwood/Front Road Viaduct (C.N. 61416). Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Visitor’s Bureau asked that 3E Electric Fix be removed from the list that was on the agenda.
Motion by Hewgley, seconded by Roethemeyer to approve the purchase of materials and/or services from the following for the remodel of the new location of the North Platte/Lincoln County Visitor’s Bureau:

Advance notice and the agenda for the November 3, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, November 10, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
