North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe

Wright and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the

meeting to order at 9:00 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the county board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County

Board of Commissioners meeting held on November 1, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee reports submitted

by the County Treasurer, County Court and Clerk of the District Court. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of

Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the County Board will comply with the open meeting requirements.

County Assessor, Mary Ann Long, was present.

Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County

Board of Equalization meeting held on November 1, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign the

certificates of correction and refund as submitted by the county assessor. Upon roll call vote

Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of

Commissioners reconvened.

Lisa Burke, Executive Director and Clarine Eickhoff, Chairman of the Lincoln County Convention &

Visitors Bureau Advisory Board were present to discuss the 2010 Improvement Fund Grant Allocation

requests as recommended by the advisory board.

Commissioner Roethemeyer questioned if there was a long range plan on these applications.

 

Burke responded there is not at this time, but will incorporate that into the application process for next

year.

Motion by Deterding, seconded by Roethemeyer to approve the Improvement Fund Grant Allocations

as recommended and presented by the North Platte/Lincoln County Convention & Visitors Bureau

Advisory Board. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Lisa Burke, Executive Director of the North Platte/Lincoln County Convention & Visitors Bureau told

board members that they have been looking for a new location to house the office for some time. The

old Century 21 property has become available and they would like to move the office to this location.

The cost will be $2,983 per month. It has prime visibility and great parking and is located closer to

the interstate.

Commissioner Deterding concurred that is an ideal location with better parking and that we will need

new signage at this location.

Commissioner Roethemeyer related that the land lord will pay utilities and do snow removal, there is

more space for storage and that the advisory board is very conservative.

Motion by Roethemeyer, seconded by Deterding that The county of Lincoln, Nebraska, enter into a

written lease agreement, which is now presented before this Board, with Wilkinson Development,

Inc., to house the Lincoln County Convention & Visitors Bureau and give authority to the Chairman,

Joe Hewgley, to sign for this Board. Upon roll call vote Deterding, Roethemeyer and Hewgley voted

“aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer that The county of Lincoln, Nebraska, terminate the

lease agreement with Pro Printing & Graphics, Inc., where the Lincoln County Convention & Visitors

Bureau is now housed, with the last effective day of the lease agreement being December 14, 2010,

and instruct the Lincoln County Clerk to give a thirty day written notice of such termination to Pro

Printing & Graphics, Inc., indicating that December 14, 2010, will be the last day the lease agreement

will be in effect. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

The following bid was received for one used 5 yard dump truck for the Lincoln County Department of

Roads: Cornhusker International – $12,000 plus trade.

Highway Supt., Jerry Hitchcock, commented there was no repair manual with the truck.

A representative of Cornhusker International stated they would get a repair and owner’s manual.

Hitchcock recommended accepting the bid.

Motion by Deterding, seconded by Roethemeyer to accept the bid of Cornhusker International for

$12,000 and a $5,900 trade. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.

Nays, none.

The following bids was received for one used 10 yard dump truck for the Lincoln County Department

of Roads: Mountain Truck & Equipment Company – $28,250 plus an add on for factory air.

 

Highway Supt., Jerry Hitchcock, recommended accepting the bid of $28,250 without the factory add

on air.

Motion by Deterding, seconded by Roethemeyer to accept the 10 yard Mac 2000 for $28,250. Upon

roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Sheriff Kramer and Chief Deputy Sparks appeared to request to advertise for one used mid-sized

sedan for the sheriff’s office. They are looking for a 4 door, white, mid-sized sedan, 30,000 or fewer

miles, 2008 or newer with a 3 year or 36,000 mile extended warranty.

Commissioner Hewgley questioned keeping the business local if possible.

Sheriff Kramer responded that this was just a base line for specification and they would set specs at

what the board requested and would fax it to every dealer in town.

Motion by Roethemeyer, seconded by Deterding to set November 22, 2010 at 10:00 A.M. as the date

and time to accept information bids for one used mid-sized sedan for the Lincoln County Sheriff’s

Office. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor

Architects (appearing by phone) gave a construction update of the Lincoln County Sheriff’s Office and

Detention Center.

Approved the following claims presented for payment:

The meeting was adjourned at 10:58 A.M.

Advance notice and the agenda for the November 8, 2010 board meetings were sent to members of

the county board, county attorney and all others requesting the same. Notice was posted at the

Lincoln County Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on November 8, 2010 will be kept continually current and

open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln

County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s

Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at

the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
