Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,
Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe
Wright and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called
the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review
and the County Board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County
Board of Commissioners meeting held on October 25, 2010. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.
Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to enter into an interlocal agreement with the City of
North Platte for emergency management services for a one year period. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of
Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

County Assessor Long appeared.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County
Board of Equalization meeting held on October 25, 2010. Upon roll call vote Deterding, Roethemeyer
and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign the
certificates of correction and refund as submitted by the County Assessor. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of
Commissioners reconvened.
Myron Walker appeared to discuss purchasing property from Lincoln County that is adjacent to
property he currently owns.
Highway Supt., Jerry Hitchcock, commented that he had visually inspected the property and he did
not see any value in keeping the property for the county.
Deputy County Attorney, Joe Wright, reported that the property had become county property through
foreclosure in 1976.
Two appraisers from the County Assessor’s Office stated they had put an estimated value on the
property of $659 pricing it at 80 cents a square foot.
Motion by Roethemeyer, seconded by Deterding to move that this Board set a Public Hearing for
November 29, 2010 at 9:30 A.M. before this Board at the Lincoln County Courthouse, 301 North
Jeffers, North Platte, Nebraska, concerning the selling of real estate owned by The county of Lincoln,
at fair market value which the Board is considering to be $659.00 at this time regarding the following
described real estate:
The South 20 feet of Lot 1 and that part of Lot 2 lying South of the line drawn parallel with and
112.5 feet South of the North Line of said Lot 2, in Block 6, Bellevue Addition to North Platte, Lincoln
County, Nebraska,
since such real estate at this time is not thought to be required for county purposes, and give
authority to the Lincoln County Clerk to do the public notice as required by law and also give the
Lincoln County Clerk authority to sign the Public Notice. Upon roll call vote Deterding, Roethemeyer
and Hewgley voted “aye”. Nays, none.
Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor
Architects (appearing by phone) gave a construction update of the Lincoln County Jail Project.
Motion by Roethemeyer, seconded by Deterding to go into closed session at 10:03 A.M. for strategy
session concerning collective bargaining with F.O.P. Lodge #26. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Chairman Hewgley restated the motion for the closed session.
Motion by Roethemeyer, seconded by Deterding to go into open session at 11:02 A.M. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
No action was taken following the closed session.
Approved the following claims presented for payment:
The meeting was adjourned at 11:10 A.M.
Advance notice and the agenda for the November 1, 2010 board meetings were sent to members of
the county board, county attorney and all others requesting the same. Notice was posted at the
Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on November 8, 2010 will be kept continually current and
open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln
County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s
Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at
the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
