Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Weems called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Bruns, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 28, 2021. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley was absent.
Motion by Bruns, seconded by Woodruff to approve the special designated liquor license application submitted by Pal’s Brewing Company for a ceremony to be held at Buffalo Bill Ranch State Park on July 31, 2021. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Bruns to approve and authorize the Chairman to sign a right-of-way permit submitted by Adam Steffes Farm. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent
Motion by Woodruff, seconded by Henry to approve and authorize the Chairman to sign a letter of engagement with McChesney Martin Sagehorn PC for 2021-2022 budget services in the amount not to exceed $7100.00. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Bruns, seconded by Woodruff to receive and order filed the fee report submitted by the County Clerk. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Bruns, seconded by Woodruff to approve and authorize the Chairman to sign a letter of understanding with the NE Auditor of Public Accounts for audit services for fiscal year ending June 30, 2021. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Shelli Franzen, Lincoln County Treasurer.

Motion by Woodruff, seconded by Bruns to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Woodruff to approve notice of valuation changes numbered 2021-62 to 202-65 as submitted by the County Assessor. Upon roll call vote Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization recessed at 9:28 A.M. and the Lincoln County Board of Commissioners reconvened.
The special designated liquor license application submitted by Feather River Vineyard for a ceremony to be held at Buffalo Bill Ranch State Park (picnic area) on July 31, 2021 was tabled until the July 12, 2021 Commissioner’s meeting.
The following bid was received for the North Platte Trail Network Bike Trail: Myers Construction, Inc. of Broken Bow, NE in the amount of $325,883.68.
The North Platte Trail Network Bike Trail committee members asked that this be tabled until the July 12, 2021 Commissioner’s meeting. The bid is approximately $175,000 more than they were anticipating and they need to visit with the rest of the committee.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 2, 2021; and was also emailed to the media on July 2, 2021.
The agenda for the meetings to be held on Monday, July 12, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
